Description
The Civil Engineering Manager acts on behalf of the Engineering Department to ensure that the Civil Engineering group provides consistent, high-quality, cost-effective, and timely deliverables and products for the construction of wind and solar energy facilities. You will oversee, guide, and manage the work of third-party consultants.
Main accountabilities:
- Expedite and support consultants' document submittals, budgets, and schedules
- Maintain and foster contacts with consulting engineers
- Assist with the development of new civil engineering guidelines and improve existing guidelines by implementing industry and company best practices consistent with the Central Technical Direction initiative
- Ensure that the civil portion of the estimated Balance of Plant cost is optimized by providing accurate project layouts and road plans with constructability and operability needs reflected in order to maximize Power Purchase Agreement award potential
- Act as a subject matter expert regarding some civil engineering activities such as surveying, aerial mapping, geotechnical investigations, wind turbine foundation design, solar panel pile / foundation, road design, and O&M facility
- Prepare civil-related scope documents, exhibits, budgets, specifications, schedules, and Requests for Proposals (RFPs)
- Lead or participate in project meetings and conference calls
- Ensure the production of quality civil engineering plans, studies, and specifications while maintaining compliance with departmental, project, company, and industry requirements and standards
- Participate in engineering, design, and construction review processes
- Lead and conduct value-engineering studies of alternative design approaches
- Review civil discipline calculations and equations pertaining to foundations, roads, and geotechnical studies and surveys
- Interpret plans, specifications, drawings, and documents related to engineering and construction
- Direct due-diligence reviews of projects' civil designs by independent engineers to ensure design suitability for project financing
- Direct work performed by civil engineering consultants including aerial mapping, surveying, geotechnical investigation, foundation design, and public and private road design, and O&M facility
- Ensure that health and safety needs are incorporated into all designs
- Ensure that lessons learned, cross platform design standards, and best practices are incorporated into project designs
- Provide the preliminary internal engineering needed to support the Development pipeline including preliminary road layouts and takeoff for CAPEX
- Provide overall site assessments including existing road evaluation, identification of potential wetlands, and proposed collection system layouts
- Coordinate project construction with Project Managers and Site Construction Managers to resolve critical and time-sensitive construction-related civil issues
- Ensure that final construction documentation (i.e., "As-Builts") accurately reflects the installed facility and is complete for all project work
- Maintain active involvement in all phases of work related to civil design including wind turbine micro-siting, solar project siting, and access road locations
- Maintain active involvement in all phases of work performed by Electrical Engineering Managers related to civil engineering design including high-voltage substation locations, generator lead lines, and medium-voltage collection systems routing
- Ensure that responses to Requests for Information on projects under construction are provided in a timely manner
- Attend monthly project construction meetings to maintain current knowledge of project status and to provide support and direction to achieve on-time project completion
- Collaborate with Operations and Asset Management staff to ensure that designs capture operational experience and needs
- Lead or assist with investigations of civil-related issues at operational wind and solar farms including root cause analysis
- Direct new civil design for existing facilities due to weather-related issues, land owner issues, or project modifications
- Support development of detailed standard maintenance procedures for operating facilities

Minimum qualifications:
- Bachelor's degree in Civil Engineering
- 5 - 10 years of design and engineering experience
- 1 - 2 years of engineering project management experience
- Ability to manage the work of third party consultants and service contracts
- Professional Engineering (PE) licensure
- Comprehensive knowledge of applicable industry standards and codes including Uniform Building Code (UBC), International Building Code (IBC), American Concrete Institute (ACI), American Institute of Steel Construction (AISC), Concrete Reinforcing Steel Institute (CRSI), National Fire Protection Association, (NFPA), and American National Standards Institute (ANSI)
- Comprehensive knowledge of land surveying methods and practices, aerial photography and mapping (including UTM and NAD coordinate systems), and geospatial references
- Proficient knowledge of all applicable aspects of the civil engineering discipline including expert knowledge in at least two subject matter areas
- Proficient knowledge of AutoCAD, GIS, and other discipline-relevant software
- Knowledge of Microsoft Project and/or Primavera preferred
