A highly respected engineering and consulting firm is seeking a Director of Land Development to lead and grow its land development practice in the Baltimore region. This is a senior leadership opportunity for an experienced professional who combines strong technical expertise with a proven ability to develop client relationships, mentor teams, and drive business growth.
This role is ideal for someone with deep knowledge of the local Baltimore market, municipalities, entitlement processes, and development community. The successful candidate will oversee a team of Project Managers and engineers while playing a key role in shaping the future direction of the practice.
The Opportunity
You'll lead the delivery of complex land development projects across a diverse client base while providing strategic guidance on project execution, resource management, business development, and client engagement. This position offers a highly visible leadership platform with significant influence over project pursuits, team development, and market expansion.
Key Responsibilities
- Provide leadership and oversight for the land development team, including Project Managers and technical staff.
- Manage a portfolio of complex land development projects from pursuit through completion.
- Serve as a trusted advisor to clients, maintaining and expanding key relationships throughout the region.
- Lead proposal development, go/no-go decisions, fee strategies, and major project pursuits.
- Drive business development efforts by identifying opportunities and strengthening industry relationships.
- Mentor and develop engineering and project management staff, fostering a culture of collaboration and technical excellence.
- Oversee project performance, resource allocation, financial results, and quality control.
- Collaborate with senior leadership on strategic planning, growth initiatives, and operational improvements.
- Represent the company within the local development community, municipalities, and industry organisations.
What You'll Need
- Bachelor's degree in Civil Engineering or related field.
- Professional Engineer (PE) licence in Maryland or ability to obtain through comity.
- 15+ years of progressive land development experience.
- Significant experience managing projects, teams, and client relationships within the Baltimore market.
- Strong understanding of local municipalities, entitlement processes, permitting requirements, and development trends.
- Proven experience leading business development initiatives and winning new work.
- Demonstrated success mentoring and developing engineering professionals.
- Strong financial management, communication, and leadership skills.

- Established network within the Baltimore development and consulting community.
- Experience managing large, complex private and public sector development projects.
- Strong background in proposal strategy, client account management, and practice growth.
