Overview
We are seeking a Stormwater/Civil Project Manager to join a growing team delivering municipal infrastructure projects throughout Western Washington. This position will lead the planning, design, and delivery of stormwater, drainage, transportation, and civil infrastructure projects for local agencies and municipalities.
The ideal candidate is a licensed Professional Engineer with strong project management skills, technical expertise, and experience working with public-sector clients.
Responsibilities
- Manage stormwater, drainage, and civil infrastructure projects from concept through construction.
- Serve as the primary point of contact for municipal and public agency clients.
- Lead the preparation of drainage reports, stormwater management plans, construction drawings, specifications, and cost estimates.
- Perform and oversee hydrologic and hydraulic analyses.
- Manage project schedules, budgets, staffing, and quality control efforts.
- Coordinate with local jurisdictions, permitting agencies, and project stakeholders.
- Mentor and develop junior engineers and technical staff.
- Participate in client development, proposals, and business development activities.
- Support construction administration and engineering services during construction.
Qualifications
- Bachelor's degree in Civil Engineering or a related field.
- Professional Engineer (PE) license required.
- 8+ years of civil engineering experience.
- Experience managing stormwater, drainage, municipal, transportation, or site development projects.
- Knowledge of Washington State stormwater regulations and permitting requirements.
- Strong communication, leadership, and client management skills.
- Experience managing project budgets and multidisciplinary teams.
Preferred Qualifications
- Experience working with cities, counties, ports, or special districts throughout Washington.
- Familiarity with Ecology's Stormwater Management Manual for Western Washington.
- Proficiency with Civil 3D, HEC-RAS, HEC-HMS, SWMM, or similar design and modeling software.
- Established relationships with local public agency clients.
- Experience supporting proposals and business development efforts.

Expected Salary Range: $140,000 - $200,000 annually, depending on experience, licensure, project management background, and business development capabilities.
