Position Overview
We are seeking an experienced Federal Construction Site Safety and Health Officer (SSHO) to lead all safety and health activities for large-scale military and federal construction projects throughout Hawaii. This role is responsible for implementing, managing, and enforcing project safety programs to ensure compliance with federal regulations, contract requirements, EM 385-1-1 standards, and company safety policies.
The ideal candidate will have a strong background supporting ground-up vertical construction projects within the federal sector, including military facilities, administrative buildings, barracks, training facilities, maintenance facilities, aircraft support structures, healthcare facilities, waterfront facilities, and other mission-critical infrastructure. Experience supporting projects for USACE, NAVFAC, and other Department of Defense agencies is highly preferred.
Key Responsibilities
- Serve as the on-site Site Safety and Health Officer responsible for all project safety and health activities.
- Develop, implement, and maintain the project Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and site-specific safety procedures.
- Ensure project compliance with EM 385-1-1, OSHA regulations, contractual safety requirements, and federal agency standards.
- Conduct daily site safety inspections and audits to identify hazards, unsafe conditions, and compliance issues.
- Lead safety orientations for employees, subcontractors, visitors, and project personnel.
- Review and approve Activity Hazard Analyses (AHAs), Job Hazard Analyses (JHAs), lift plans, permits, and other safety documentation.
- Coordinate and conduct toolbox talks, safety meetings, and safety training programs.
- Monitor subcontractor safety performance and enforce corrective actions when necessary.
- Investigate accidents, incidents, near misses, and safety concerns and develop corrective action plans.
- Maintain project safety records, inspection reports, training documentation, and regulatory compliance logs.
- Coordinate with project management, field supervision, quality personnel, owner representatives, and government agencies on safety-related matters.
- Support planning efforts by identifying potential risks and developing mitigation strategies before work activities begin.
- Monitor high-risk activities including excavation, confined space entry, crane operations, demolition, fall protection, hot work, and lockout/tagout procedures.
- Ensure all work is performed in accordance with approved safety plans, project requirements, and contractual obligations.
- Prepare and submit required safety reports, incident documentation, and regulatory records.
Required Qualifications
- 8+ years of construction experience with a minimum of 3 years serving as an SSHO on federal construction projects.
- Demonstrated experience supporting ground-up vertical construction projects valued at $20M+.
- Experience on federal construction projects for agencies such as USACE, NAVFAC, Air Force, Army, Marine Corps, DoD, VA, or other federal entities.
- Thorough knowledge of EM 385-1-1 and federal construction safety requirements.
- Current OSHA 30-Hour Construction certification.
- Current First Aid/CPR/AED certification.
- Experience developing and managing Accident Prevention Plans (APPs) and Activity Hazard Analyses (AHAs).
- Strong understanding of construction means and methods, hazard recognition, incident investigation, and corrective action implementation.
- Ability to read and interpret construction drawings, specifications, and contract documents.
- Proficiency with Microsoft Office and construction management software.
- Strong communication, leadership, organizational, and problem-solving skills.
- Ability to obtain and maintain base access and any required security clearances.
Preferred Qualifications
- Experience supporting MILCON, NAVFAC, USACE, Air Force, Army, Marine Corps, Space Force, or other Department of Defense projects.
- Prior experience working in Hawaii or on Pacific-region construction projects.
- Experience supporting projects at military installations such as Joint Base Pearl Harbor-Hickam, Schofield Barracks, Wheeler Army Airfield, Marine Corps Base Hawaii, Fort Shafter, or Camp Smith.
- Experience delivering projects in island environments with unique logistical and operational challenges.
- Background supporting mission-critical facilities, barracks, administrative facilities, training facilities, aircraft maintenance facilities, healthcare facilities, waterfront facilities, or similar federal projects.
- OSHA 510, OSHA 500, CHST, CSP, ASP, or equivalent safety certifications.
- Experience supporting crane operations, heavy civil activities, confined space programs, and complex multi-employer worksites.
- Familiarity with government safety reporting requirements and audits.
