Overview
The Senior Project Executive is responsible for leading a portfolio of multiple concurrent federal construction projects totaling several hundred million dollars across the Micronesia region. This role requires both strategic leadership and hands-on execution across all phases of project delivery, along with a long-term commitment to regional oversight and team development.
This individual serves as the senior leader in the region, driving operational excellence, client satisfaction, and business growth while mentoring and developing high-performing teams.
Key Responsibilities
- Maintain full accountability for job site safety across all active projects
- Ensure all projects meet contract requirements, performance standards, and client expectations
- Oversee a multi-project portfolio, managing financial performance, forecasting accuracy, billings, and contract compliance
- Lead both strategic and tactical efforts including estimating, business development, contract administration, project management, quality control, and REAs/claims resolution
- Direct and support design-build efforts, including oversight of design phase coordination and lump sum proposals
- Establish and enforce project-specific quality control plans aligned with contract documents and federal standards
- Oversee closeout strategies to ensure timely and compliant project completion
- Lead subcontracting strategy and ensure integrity of the procurement and buyout process across all projects
- Negotiate contracts, oversee risk mitigation strategies, and ensure proper execution of agreements and purchase orders
- Ensure compliance with insurance, bonding, and federal contracting requirements (FAR/DFARS familiarity expected)
- Manage scheduling across multiple projects, proactively identifying risks and implementing recovery strategies
- Identify, track, and resolve project risks using data-driven reporting and enterprise resources
- Develop and maintain strong relationships with federal clients, partners, and local stakeholders across the Micronesia region
- Act as the primary regional leader and representative, leading client engagement and market positioning efforts
- Partner closely with business development to support capture strategies, pursuits, and pipeline growth
- Drive new client acquisition while maintaining high levels of client satisfaction and repeat business
- Build, mentor, and lead project teams, ensuring proper staffing, performance accountability, and career development
- Foster a collaborative and high-performance culture across geographically dispersed teams
- Interpret and execute organizational strategy within the region, aligning team performance to long-term goals
- Commit to a 5 to 7 year assignment in the Micronesia region to ensure continuity, stability, and sustained growth
Qualifications
Experience / Education
- Bachelor's degree in Construction Management, Engineering, or related field preferred
- 25+ years of progressive construction experience
- Extensive experience leading U.S. federal construction projects in a senior leadership capacity
- Proven track record managing multiple concurrent projects and large-scale portfolios exceeding $200M+
Knowledge, Skills, and Abilities
- Demonstrated ability to operate at both executive and project-level detail across all phases of construction
- Strong expertise in estimating, contract administration, REAs/claims, scheduling, and quality control
- Experience with federal procurement processes and regulations
- Exceptional leadership, communication, and team development capabilities
- Ability to manage complex, geographically dispersed operations
- Strong business acumen with experience in client development and market strategy
- Proficiency in construction management and project controls tools (P6, cost control systems strongly preferred)
- Ability to commit to long-term international or remote regional assignments
