Traffic Planning Lead

We are seeking an experienced Transportation Planning Manager to lead our planning division and guide a growing group of talented planners. This role blends hands-on technical work with department leadership, project delivery, and client engagement.

Position Overview

The Transportation Planning Manager will oversee a wide range of planning assignments, manage project performance, and support strategic growth initiatives. This individual will ensure high-quality technical output while cultivating strong client relationships and expanding our planning practice through business development efforts.

Primary Responsibilities

Leadership & Team Development

  • Manage, coach, and support junior and mid-level planning staff.
  • Provide technical direction and mentorship to enhance team capabilities and career progression.

Project Oversight

  • Lead project delivery across scopes, schedules, and budgets for transportation planning assignments.
  • Manage work related to Traffic Impact Studies, Transportation Management Plans (TMPs), parking evaluations, and similar efforts.

Technical & Strategic Guidance

  • Direct the development of transportation components for EIS/EIR documents, PSR/PR efforts, and multi‑modal corridor analyses.
  • Review and validate technical outputs, including traffic modeling (Synchro, VISSIM) and analytical reports.

Business Development & Client Engagement

  • Identify and pursue new project opportunities.
  • Coordinate and contribute to proposals, presentations, and interviews.
  • Serve as a primary point of contact for Caltrans and local municipalities to ensure alignment with agency processes and project goals.

Qualifications

Experience

  • Minimum 10 years of progressively responsible experience in transportation planning.
  • At least 3 years in roles involving supervision, project management, or team leadership.

Education

  • Bachelor's degree in Civil Engineering, Transportation Planning, or a closely related discipline.

Technical Skills

  • Strong knowledge of HCS, Synchro, VISSIM, and ICU methodologies.
  • Proven background in VMT analysis and regional travel demand modeling.
  • Familiarity with CEQA/NEPA procedures and Caltrans project delivery workflows.

Communication

  • Excellent verbal and written communication skills, with the ability to explain complex concepts clearly to various audiences.

Licenses & Certifications

  • Active California Civil PE, Traffic Engineer (T.E.) or AICP license required.

Preferred Skills

  • Experience preparing civil or traffic PS&E packages.
  • Working knowledge of Auto-CAD and/or MicroStation.

Compensation Range: $125,000-$170,000
