Project Manager - Municipal Infrastructure
Position Summary
We are seeking a Project Manager to lead the design and delivery of critical municipal infrastructure projects that protect public health, support sustainable growth, and strengthen community resilience. This role is responsible for managing the full project lifecycle-from planning and permitting through design, bidding, and construction-while ensuring technical excellence, regulatory compliance, and practical, buildable solutions.
The ideal candidate is a strong communicator and leader who can build client relationships, guide multidisciplinary teams, and deliver high-quality infrastructure solutions across roadway, site development, and water systems projects.
Key Responsibilities
Project & Client Leadership
- Serve as the primary point of contact for clients, ensuring strong relationships and alignment between project objectives and deliverables
- Lead client meetings and deliver technical presentations with clarity and confidence
- Provide proactive communication and issue resolution throughout all phases of the project
Project Delivery
- Lead the planning, design, and execution of municipal infrastructure projects, including roadways, site development, piping, storage, and water distribution systems
- Manage the full project lifecycle, including scope development, budgeting, scheduling, resource allocation, risk management, and change control
- Coordinate multidisciplinary teams to ensure integrated, efficient, and on-time project delivery
Regulatory & Technical Expertise
- Analyze infrastructure systems for deficiencies and compliance with local, state, and federal regulations
- Develop and recommend improvement solutions to meet regulatory standards
- Prepare engineering plans, specifications, reports, and cost estimates for municipal and industrial projects
- Engage with permitting agencies, regulatory bodies, utilities, and other stakeholders to ensure project compliance
Construction & Implementation
- Lead bidding and construction-phase services, including bid support, submittal reviews, RFIs, field observations, payment recommendations, and change order management
- Track project progress, maintain documentation, and monitor financial performance
Team Leadership & Development
- Provide mentorship, technical guidance, and performance feedback to Engineers-in-Training (EIs) and project team members
- Delegate tasks effectively and support staff development through coaching, training, and design reviews
- Champion QA/QC standards to ensure accuracy, consistency, and quality across all deliverables
Business Development
- Identify new opportunities and support client account growth
- Lead or contribute to proposals, including scope development, schedules, and project approach
- Participate in interviews and client presentations
Technical Tools
- Utilize engineering design software to perform calculations, modeling, and develop project designs in accordance with specifications
