Position Summary

The Senior Project Controls Manager is responsible for leading and overseeing all project controls functions, including cost, schedule, risk management, reporting, change control, and forecasting across large-scale data center and infrastructure projects.


Key Responsibilities

  • Establish and drive the overall strategic direction for project controls, including cost, schedule, and risk management.
  • Lead project controls deliverables that require coordination across multiple departments.
  • Provide clear direction, set expectations, and motivate team members to achieve performance goals.
  • Facilitate regular team meetings to review progress, address challenges, and enhance performance.
  • Oversee the development and delivery of routine project reporting.
  • Prepare documentation required for project stage-gate reviews and approval processes.
  • Develop guidelines for project chartering, partnering, and governance structures.
  • Lead the implementation and continuous improvement of project controls procedures, including cost, scheduling, progress tracking, risk, and change management.
  • Manage cost control activities such as budgeting, forecasting, variance analysis, and cost-to-complete assessments.
  • Maintain integrated project schedules and track performance against baseline plans.
  • Facilitate risk workshops to identify project risks, assess probability and impact, and define mitigation strategies with assigned ownership.
  • Coordinate with project teams to ensure accuracy and consistency of cost, schedule, and risk data.
  • Prepare executive-level reports, including KPIs, dashboards, and performance summaries.
  • Support program leadership with strategic planning, performance reviews, and decision-making.
  • Identify, monitor, and mitigate project risks and opportunities.
  • Ensure adherence to governance standards, financial controls, and established procedures.
  • Manage the full change control process, including identification, impact analysis, pricing, approvals, and integration into project forecasts.
  • Maintain a comprehensive change log and ensure timely communication of all changes.
  • Utilize specialized project controls tools and systems to support project execution.

Qualifications

  • Bachelor's degree in construction management, engineering, quantity surveying, cost management, or a related field.
  • Advanced degree in a related discipline is preferred.
  • 12+ years of experience in project controls on large-scale construction or infrastructure projects.
  • At least 2 years of experience managing high-performing project controls teams.
  • Strong understanding of various project delivery methods and their applications.
  • Demonstrated success in schedule management, cost control, estimating, and risk management.
  • Proven experience implementing and managing project controls systems for major capital projects.
  • Experience establishing project baselines and tracking performance metrics.
  • Proficiency in tools such as Primavera P6, Microsoft Project, and advanced Excel for analysis and reporting.
  • Excellent analytical and problem-solving skills with the ability to interpret complex data and provide actionable insights.
  • Familiarity with relevant regulations, industry standards, and compliance requirements.
  • Strong leadership skills with the ability to influence and guide cross-functional teams.
  • Excellent communication, organizational, and presentation skills.

Minimum Requirements

  • 10+ years of experience in project controls within large construction or technical infrastructure projects.
  • Strong expertise in cost engineering, scheduling, risk management, and change control.
  • Ability to analyze complex project information and clearly communicate key insights.
  • Proven stakeholder management, leadership, and coordination capabilities.

  • Alignment of project performance with approved budgets and schedules.
  • Effectiveness in identifying, evaluating, and mitigating risks and changes.

Working Conditions

  • Combination of office and project site environments.
  • Approximately 30% travel may be required.
  • Flexible schedule, including evenings, weekends, and holidays as needed.
  • On-call availability may be required depending on project demands.
