Our client is a nationally recognized, 100 percent employee‑owned consulting firm providing multidisciplinary engineering, architecture, technology and related services to public agencies and private clients across the United States. They are seeking a senior‑level Regional Water Resources Leader to drive growth, technical excellence and operational performance throughout Pennsylvania.

Position Overview

This role is ideal for an energetic, strategic and technically strong leader who can balance business development, technical oversight, staff development and regional financial performance. The position will guide the long‑term vision for the water resources practice while ensuring exceptional project delivery and strong client relationships.

Strategic Leadership and Business Development

* Lead the regional growth strategy and expand the firm's presence within the Pennsylvania water resources market
* Identify new opportunities and coordinate long‑term plans with office and practice leaders
* Build and maintain relationships with key state, county and municipal clients
* Oversee proposal development, pursuit strategy and marketing efforts

Technical and Project Oversight

* Serve as a senior technical expert in stormwater management, drainage design, hydrologic and hydraulic modeling, permitting and watershed‑scale planning
* Support and mentor project managers and technical teams to ensure technical excellence
* Oversee delivery of stormwater, restoration, MS4 compliance, modeling and permitting projects

Financial and Operational Leadership

* Assist with budgeting, resource planning, staffing forecasts and profitability targets
* Coordinate with office leadership on workloads, staffing needs and operational goals
* Improve processes that support project delivery and regional performance

Team Management and Development

* Lead, mentor and support water resources teams across multiple Pennsylvania offices
* Participate in hiring efforts and make recommendations on staffing needs
* Conduct performance reviews, establish goals and promote professional development

Additional Responsibilities

* Participate in internal leadership groups and cross‑regional initiatives
* Support broader organizational goals through additional responsibilities as needed

Required Skills

* Ability to thrive in a fast‑paced, high‑production environment

* Ability to build trusted relationships and motivate teams
* Highly organized, self‑directed and able to operate with autonomy
* Must complete a motor vehicle screening

Required Experience

* Bachelor's degree in civil engineering or a related field
* Licensed Professional Engineer in Pennsylvania or ability to obtain licensure within six months
* Minimum 12 years of water resources engineering experience with leadership, project management or business development background
* Proficiency with HEC‑RAS, SWMM, OpenRoads Designer, Civil 3D and ArcGIS
* Strong understanding of stormwater regulations, permitting, MS4 requirements, TMDL and regional environmental guidelines
* Experience working with state, county and municipal clients
* Demonstrated leadership, communication and client‑relationship strengths
