Civil Project Manager

Civil Project Manager

Location: San Luis Obispo, CA

Overview:

Our client is a well-established civil engineering and land surveying firm with a longstanding presence on California's Central Coast and a growing portfolio of projects throughout the state. They are seeking an experienced Civil Project Manager to help lead complex affordable housing, residential, mixed-use, and infrastructure projects from initial planning through construction.

The engineer who steps into this position will be given meaningful ownership over projects, client relationships, agency coordination, and internal delivery. This is not a role where someone will be limited to overseeing production. The Project Manager will remain closely involved in design strategy and decision-making while coordinating internal teams, external consultants, public agencies, and project stakeholders.

The position will initially focus on delivering projects within an established statewide affordable housing program. For the right individual, the role offers a clear opportunity to expand into program-level coordination, team mentorship, and broader leadership responsibility as the firm continues to grow this market sector.

Key Responsibilities:

  • Manage civil site development projects from planning and entitlement through final design and construction
  • Serve as a primary point of contact for clients, permitting agencies, consultants, and internal project teams
  • Lead grading, drainage, utility, stormwater, water, and sewer design efforts
  • Navigate plan check processes and coordinate approvals across multiple California jurisdictions
  • Manage project budgets, schedules, deliverables, and consultant coordination
  • Support program-level tracking and reporting in collaboration with senior leadership
  • Mentor junior engineers and contribute to the continued development of internal project-delivery processes

Compensation & Benefits:

  • $130,000-$160,000 base salary, depending on experience and licensure
  • Performance-based bonuses
  • Hybrid flexibility developed around an individual's needs
  • Full medical benefits and employer-supported retirement plan
  • Professional development and support toward continued licensure and technical growth
  • Direct exposure to firm ownership and senior operational leadership
  • Long-term advancement potential tied to project performance, leadership ability, and growth of the affordable housing practice

Key Qualifications:

  • 6-12+ years of civil engineering experience, with a strong background in California land or site development
  • Experience managing residential, multifamily, affordable housing, mixed-use, commercial, or publicly funded projects
  • Strong understanding of grading, drainage, utilities, hydrology, and stormwater design
  • Experience navigating entitlement, permitting, and plan check processes across multiple jurisdictions
  • Ability to lead client meetings and coordinate internal teams, external consultants, and public agency stakeholders
  • Proficiency with AutoCAD Civil 3D; experience with hydrology and hydraulic design software is beneficial
  • California PE license preferred; candidates actively progressing toward licensure may also be considered
  • Bachelor's degree in Civil Engineering or a related discipline
