Salary: $175,000 - $225,000 depending on experience + Bonus + Full Benefits
A well-established heavy civil general contractor with a strong presence across the Pacific Northwest is seeking a Director of Business Development to drive strategic growth across Oregon and surrounding markets. This individual will play a key role in expanding market share, strengthening client relationships, and positioning the company for continued success across complex infrastructure and water-related projects.

Key Responsibilities
- Develop and execute a regional business development strategy aligned with company growth targets
- Build and maintain relationships with public agencies, municipalities, engineers, and key decision-makers
- Identify and pursue upcoming project opportunities across heavy civil and infrastructure sectors
- Lead pursuit strategies including RFQs, RFPs, and interview preparation
- Collaborate with operations and estimating teams to position the company for successful project wins
- Track market trends, competitor activity, and pipeline opportunities
- Represent the company at industry events, associations, and client meetings
Experience Needed
- 10-20+ years of experience in construction, with a strong focus on business development, project management, or operations
- Proven success winning work in:
- Water/wastewater treatment and infrastructure projects
- Underground utilities or heavy civil construction
- Established relationships with Oregon-based public agencies, municipalities, and/or engineering firms
- Experience supporting pursuits for projects ranging from $10M to $150M+
- Strong understanding of alternative delivery methods, including CM/GC and design-build
Qualifications
- Bachelor's degree in Civil Engineering, Construction Management, Business, or related field
- Demonstrated ability to develop client relationships and convert opportunities into awarded work
- Strong communication, presentation, and negotiation skills
- Strategic thinker with the ability to align business development initiatives with operational capabilities
- Deep understanding of construction delivery processes and contracting methods
- Ability to travel regionally as needed
