Business Development Manager - PPP Water Infrastructure

The Opportunity

We are partnering with an established international water infrastructure organisation to appoint a Business Development Manager - PPP, based in Dubai.

This is a strategic business development role focused on identifying, developing and progressing Public-Private Partnership opportunities across the water and wastewater sector.

This is not a traditional transactional sales position. The successful individual will be focused on the front end of major infrastructure opportunities, developing relationships, identifying projects early, building partnerships and helping position the organisation for long-term PPP opportunities.

You will work closely with technical, commercial and senior leadership teams to identify and develop major projects from early-stage opportunity through to formal procurement and bid.

Key Responsibilities

  • Identify, develop and progress PPP opportunities across the water and wastewater infrastructure market.
  • Build strong relationships with government entities, utilities, developers, investors and other key infrastructure stakeholders.
  • Develop market intelligence around future projects, investment programmes and infrastructure requirements.
  • Identify opportunities at an early stage and develop strategies to position the business effectively.
  • Build and manage a strong pipeline of potential PPP and major infrastructure opportunities.
  • Identify and develop relationships with potential consortium, investment and delivery partners.
  • Support the development of strategic partnerships and project-specific teaming arrangements.
  • Work collaboratively with technical, commercial, financial and bid teams to assess and progress opportunities.
  • Contribute to opportunity qualification, commercial strategy and go/no-go decisions.
  • Support major project pursuits, expressions of interest, tenders and proposals.
  • Maintain visibility across relevant market developments, competitors and upcoming procurement activity.
  • Represent the organisation with key industry and government stakeholders.

About You

We are looking for a commercially minded business development professional who understands the complexities of PPP and major infrastructure development.

Ideally, you will bring:

  • Previous experience across PPP, infrastructure development, concessions or major projects.
  • Experience within water, wastewater, utilities or major infrastructure.
  • A strong understanding of how PPP opportunities develop from early-stage market engagement through to procurement.
  • Experience developing relationships across government, utilities and private-sector infrastructure stakeholders.
  • An understanding of consortium structures and partnerships within major infrastructure projects.
  • Strong commercial awareness and the ability to assess complex, long-term opportunities.
  • Experience working alongside multidisciplinary technical, commercial and financial teams.
  • Strong stakeholder management, communication and presentation capabilities.
  • An established understanding of the Middle East infrastructure market would be highly advantageous.
