Department Manager / Senior Project Manager - CEI (Miami, FL)

Overview

A well-established engineering consulting firm is seeking a Department Manager and/or Senior Project Manager to help lead and grow its Construction Engineering & Inspection (CEI) practice in South Florida.

This leadership role is ideal for an experienced CEI professional with a strong FDOT background who is looking to oversee operations, drive business growth, mentor staff, and manage key transportation infrastructure projects. The successful candidate will play a critical role in shaping the future direction of the CEI division while maintaining strong client relationships and ensuring project delivery excellence.

Key Responsibilities

  • Provide strategic leadership and operational oversight for the CEI department.
  • Drive financial performance, staff utilization, profitability, and client satisfaction.
  • Develop and execute business development and marketing initiatives to expand market presence and win new work.
  • Lead proposal preparation, contract negotiations, and project pursuits.
  • Monitor project budgets, billing, collections, and overall financial performance.
  • Manage department workload and resource allocation to maximize efficiency and project delivery.
  • Support succession planning and long-term growth initiatives.
  • Recruit, mentor, develop, and retain high-performing CEI professionals.
  • Conduct performance evaluations and provide coaching to support employee growth.
  • Ensure compliance with company policies, industry standards, and safety requirements.
  • Partner with safety leadership to promote a strong health and safety culture.
  • Serve as Project Manager on major assignments, overseeing scope, schedule, quality, and budget.
  • Provide technical guidance and support for project teams and proposal efforts.
  • Build and maintain relationships with clients, agency personnel, and teaming partners.
  • Coordinate with subconsultants and partner firms during project pursuits and active assignments.
  • Oversee material testing and training requirements to maintain FDOT compliance and prequalification standards.

Qualifications

  • Associate's or Bachelor's degree in Civil Engineering, Engineering Technology, or a related field preferred.
  • Minimum 10 years of FDOT CEI experience required.
  • Proven experience managing transportation infrastructure projects and CEI teams.
  • At least 7 years of experience overseeing budgets, project financials, proposal development, and business operations.
  • Strong client management and business development skills.
  • Professional Engineer (PE) license strongly preferred.
  • Demonstrated leadership, mentoring, and team-building abilities.
  • Excellent written and verbal communication skills.
