The successful candidate will oversee projects from initial planning through construction while serving as a trusted advisor to public-sector clients and project stakeholders.

Position Overview

The Project Manager will be responsible for managing a portfolio of municipal infrastructure and water resources projects while ensuring successful delivery, client satisfaction, and financial performance.

Typical projects may include:

• Stormwater management systems
• Water and wastewater infrastructure
• Roadway and transportation improvements
• Utility infrastructure projects
• Municipal capital improvement programmes
• Community and public facility improvements
• Site development and infrastructure projects

This role combines project management, technical oversight, client interaction, and business development responsibilities.

Key Responsibilities

Project Management & Delivery

• Lead municipal infrastructure projects from planning through construction.
• Manage project schedules, budgets, staffing, and deliverables.
• Oversee engineering design, permitting, and regulatory approvals.
• Coordinate multidisciplinary teams to ensure successful project execution.
• Review technical reports, plans, specifications, estimates, and contract documents.
• Monitor project financial performance and resource allocation.

Client & Business Development

• Serve as a primary point of contact for municipal and public-sector clients.
• Build and maintain long-term client relationships.
• Support proposal preparation, project pursuits, and contract negotiations.
• Participate in client meetings, presentations, and public stakeholder discussions.
• Identify opportunities for additional services and project growth.

Technical Leadership

• Oversee drainage, stormwater, utility, and infrastructure design efforts.
• Review engineering calculations, reports, and technical deliverables for quality and accuracy.
• Ensure compliance with applicable regulations, standards, and permitting requirements.
• Support construction administration and project closeout activities.

Team Leadership

• Mentor engineers, designers, and technical staff.
• Support staff development and project team coordination.
• Assist with project staffing and workload management.
• Promote technical excellence and collaboration across project teams.

Qualifications

Required

• Bachelor's Degree in Civil Engineering or related discipline.
• Professional Engineer (PE) licence preferred.
• 6+ years of municipal engineering, water resources, or infrastructure project experience.
• Demonstrated project management experience.
• Strong understanding of permitting, infrastructure design, and municipal approval processes.
• Valid driver's licence and ability to travel locally as required.

Preferred

• Experience acting as a Municipal Engineer or managing municipal client relationships.
• Experience with stormwater management, drainage, utility, and roadway projects.
• Strong proposal writing and business development experience.
• Familiarity with project financial management and budgeting.
