Position Overview

Our client is seeking an experienced Construction Manager with strong knowledge of transportation construction standards and practices in the Washington, DC metropolitan area. The successful candidate will lead construction management projects, oversee inspection staff, support business development efforts, and serve as a key liaison between contractors, inspection teams, and public agency stakeholders.

Key Responsibilities

  • Supervise construction management staff and coordinate project activities between field inspectors, contractors, and stakeholders.
  • Attend and lead project progress meetings.
  • Recruit, interview, and hire construction management personnel.
  • Support business development initiatives by identifying and pursuing new opportunities.
  • Assist with proposal development and technical writing.
  • Review and approve Inspector Daily Reports (IDRs) and maintain project documentation.
  • Prepare and maintain daily project diaries and records.
  • Analyze and evaluate change order requests.
  • Develop recommendations and cost estimates for change orders.
  • Prepare supporting documentation related to change orders, schedules, specifications, and project costs.
  • Maintain records related to claims, complaints, inspection reports, meeting minutes, material certifications, and project correspondence.
  • Prepare monthly progress and cost reports.
  • Schedule and facilitate project meetings.
  • Monitor project progress, staffing levels, and equipment utilization to ensure compliance with contract requirements.
  • Respond to inquiries from the public, businesses, and project stakeholders.
  • Coordinate with utility providers and identify potential project conflicts or issues.

Required Qualifications

  • Bachelor's degree in Civil Engineering or a related field.
  • Professional Engineer (PE) license, or ability to obtain licensure in the project jurisdiction.
  • 10+ years of construction management experience on transportation or heavy civil infrastructure projects.
  • Experience working on projects within the Washington, DC metropolitan area preferred.
  • Strong knowledge of construction administration, inspection procedures, contract compliance, and change management.
  • Excellent communication, leadership, and stakeholder management skills.
  • Proven ability to manage multiple projects and supervise field personnel.

Preferred Experience

  • Experience supporting public-sector transportation clients.
  • Demonstrated success in proposal development and business development activities.
  • Familiarity with local transportation agencies and infrastructure programs in the Mid-Atlantic region.
