Wet Utility Estimator

Our client is seeking an experienced Wet Utility Estimator to join their team in Oakland, California. This role is responsible for preparing accurate cost estimates and competitive bids for underground wet utility construction projects, including water, sewer, and storm drain systems.

The ideal candidate is detail‑oriented, analytical, and knowledgeable about the unique challenges of civil and underground utility construction.


Key Responsibilities

  • Prepare detailed quantity takeoffs and cost estimates for underground wet utility projects.
  • Review project plans, specifications, and addenda to identify scope, risks, and opportunities.
  • Coordinate with subcontractors and suppliers to obtain pricing and assess project feasibility.
  • Develop complete bid packages and proposals for competitive and negotiated projects.
  • Work closely with project managers and field teams to support handoff and project execution.
  • Maintain accurate historical cost data and participate in continuous estimating improvements.

Required Qualifications

  • 3+ years of experience bidding underground wet utility construction projects (water, sewer, storm drain).
  • Strong understanding of excavation, trenching, shoring, pipeline installation, and related civil construction activities.
  • Proficiency with estimating software and digital takeoff tools.
  • High attention to detail and strong analytical skills.
  • Excellent communication and teamwork abilities.

Preferred Qualifications

  • Experience estimating Bay Area municipal or public works projects.
  • Background with design‑build or self‑perform construction firms.
  • Ability to read and interpret civil plans, specs, and geotechnical reports.
