Superintendent - Air Force Construction (Las Vegas)

Position Summary

The Federal Construction Superintendent manages and directs all field construction activities for task orders issued under SABER IDIQ contracts on U.S. Air Force installations in the Las Vegas area.

The Superintendent ensures projects are completed safely, on schedule, within scope, and in full compliance with Air Force requirements and federal construction standards.


Key Responsibilities

Construction Oversight & Task Order Execution

  • Lead and supervise all construction crews and subcontractors on SABER task orders, which typically range from $15,000-$4,000,000 in value as defined in the Nellis/Creech SABER program.
  • Execute construction tasks across the full range of SABER work categories: carpentry, roofing, concrete, plumbing, HVAC, electrical, masonry, sitework, fencing, demolition, fire protection systems, interior/exterior renovations, and roadway repairs.
  • Ensure all construction aligns with contract specifications and task order documents issued under the SABER IDIQ.

Coordination With Air Force Personnel

  • Serve as the primary on‑site representative for construction activities when interfacing with Base Civil Engineer (BCE) staff and government Quality Assurance Representatives (QARs).
  • Schedule inspections, coordinate work windows, and follow base procedures for escorts, utility shutdowns, hot work permits, dig permits, and facility access.

Safety Management

  • Enforce all construction safety requirements in accordance with USACE EM 385‑1‑1 and installation safety standards.
  • Conduct daily Job Hazard Analysis reviews and site-specific safety briefings.
  • Maintain a secure, OSHA-compliant construction site at all times.

Quality & Documentation

  • Work with the project's Quality Control (QC) Manager to ensure conformance with the Three-Phase QC system (Preparatory, Initial, Follow-Up).
  • Maintain accurate daily reports, manpower logs, construction photos, equipment tracking, and site documentation required by the contracting officer's representative (COR).

Scheduling & Progress Tracking

  • Develop and lead daily/weekly construction work plans tailored to each task order.
  • Coordinate material deliveries, subcontractor mobilization, and sequencing to meet SABER timelines.
  • Notify Project Manager of construction delays, conflicts, or field conditions requiring change management.

Site Logistics & Field Management

  • Manage jobsite layout, staging, storage, and equipment allocation to support efficient construction operations.
  • Ensure protection of base assets, utilities, and mission-sensitive infrastructure during construction.

Required Qualifications

  • 5-10+ years of experience as a Construction Superintendent on federal, military, or DoD construction projects.
  • Strong working knowledge of construction methods and trades; ability to supervise multi‑discipline field teams.
  • OSHA 30; EM 385‑1‑1 certification preferred.
  • Experience working under IDIQ task order structures such as SABER, JOC, or MATOC.

Preferred Qualifications

  • Direct construction experience on Nellis AFB, Creech AFB, or NTTR.
  • Familiarity with HUBZone procurements (recent Nellis/Creech SABER solicitations are Competitive HUBZone).
  • Understanding of federal construction documentation requirements (e.g., QCS/RMS).
