Civil Engineering Project Manager - Phoenix, AZ
Overview
We are seeking a Civil Engineering Project Manager to lead the planning, design, and delivery of infrastructure and land development projects across the Phoenix metro area. This role will manage projects from concept through construction, serving as the primary point of contact for clients while ensuring high-quality, on-time, and on-budget delivery.
Projects may include a mix of land development, public works, transportation, and water/wastewater infrastructure throughout Arizona.
Key Responsibilities
- Lead and manage civil engineering projects from planning, entitlements, and design through construction administration
- Serve as the primary client contact, managing relationships, expectations, and overall satisfaction
- Develop and manage project budgets, schedules, and resource plans, ensuring financial performance and milestone delivery
- Oversee preparation and review of plans, specifications, reports, and cost estimates for civil infrastructure projects
- Coordinate with internal design teams, subconsultants, contractors, and municipal agencies to ensure seamless project execution
- Provide technical guidance on grading, drainage, utilities, roadway, and site design
- Ensure compliance with local (City of Phoenix), state, and federal regulations, permitting requirements, and design standards
- Monitor construction activities through site visits, inspections, and construction administration to resolve field issues quickly
- Manage contracts, scopes of work, invoices, and change orders while maintaining full project documentation
- Identify project risks and implement mitigation strategies to maintain schedule and cost targets
- Mentor junior engineers and support team development

Qualifications
- Bachelor's degree in Civil Engineering or related field
- Professional Engineer (PE) license in Arizona (or ability to obtain via reciprocity)
- Typically 8-15+ years of experience in civil engineering with project management responsibility
- Strong experience in land development and/or municipal infrastructure projects
- Proficiency in AutoCAD Civil 3D and engineering analysis tools
- Proven ability to manage budgets, schedules, and multi-disciplinary teams
- Excellent communication, leadership, and client-facing skills
- Experience with Arizona permitting and municipal processes preferred
