Overview
We are seeking a Coal Combustion Residuals (CCR) Technical Practice Lead to provide national technical leadership for a growing portfolio of CCR compliance, site investigation, groundwater, remediation, and closure projects across the United States. This individual will serve as a recognized subject matter expert and strategic leader, guiding complex projects from regulatory strategy through technical execution while helping shape the firm's long-term CCR practice.
This role is ideal for a senior technical professional with 15+ years of experience supporting coal combustion residuals facilities and a proven track record navigating the regulatory, hydrogeologic, engineering, and remediation challenges associated with CCR impoundments, landfills, groundwater impacts, closure programs, and corrective action initiatives.
The successful candidate will combine deep technical expertise with operational leadership capabilities, helping clients address some of the industry's most complex environmental liabilities while mentoring technical teams and driving practice growth.
Key Responsibilities
Technical Leadership
- Serve as the firm's national technical lead for CCR-related projects.
- Provide technical oversight for site investigations, groundwater assessments, corrective action programs, closure evaluations, and remediation efforts.
- Lead technical strategy development for CCR facilities subject to federal and state regulatory requirements.
- Review and approve technical deliverables, including work plans, technical memoranda, feasibility studies, hydrogeologic evaluations, groundwater monitoring reports, corrective action assessments, and closure documentation.
- Guide multidisciplinary teams consisting of engineers, hydrogeologists, geologists, environmental scientists, and remediation specialists.
Project Execution
- Direct complex CCR projects from planning and regulatory strategy through implementation and closeout.
- Support technical problem-solving for challenging groundwater, geotechnical, and remediation issues.
- Ensure project quality, technical excellence, and regulatory compliance.
- Provide expert-level support during client, regulatory agency, and stakeholder interactions.
- Collaborate with regional project managers and technical specialists to deliver consistent, high-quality project outcomes nationwide.
Operational & Strategic Leadership
- Help define the firm's national CCR and remediation strategy.
- Identify emerging industry trends, regulatory developments, and market opportunities.
- Develop best practices, technical standards, and practice-wide quality initiatives.
- Mentor and develop junior and mid-level technical staff.
- Support resource planning and practice growth initiatives across multiple offices and regions.
Business Development & Client Leadership
- Serve as a trusted advisor to utility, energy, industrial, and institutional clients.
- Leverage existing client relationships and technical credibility to expand service offerings.
- Support proposals, technical presentations, conference speaking engagements, and client workshops.
- Partner with business development and operations leaders to pursue large-scale, technically complex opportunities.
Qualifications
Required
- Bachelor's degree in Civil Engineering, Environmental Engineering, Geological Engineering, or related discipline.
- Professional Engineer (PE) license required.
- 15+ years of CCR-specific experience supporting coal-fired power generation facilities, utility clients, or related industrial operations.
- Demonstrated expertise in:
- CCR Rule compliance (40 CFR Part 257)
- Groundwater monitoring and assessment programs
- Hydrogeologic investigations
- Corrective action and remediation design
- CCR landfill and impoundment closure projects
- Site characterization and environmental compliance
- Regulatory agency interaction and negotiation
- Experience leading large, multidisciplinary environmental projects.
- Strong technical writing, presentation, and client communication skills.
Preferred
- Master's degree in Engineering, Hydrogeology, Geology, or related field.
- Experience supporting multiple utility clients across different regulatory jurisdictions.
- Background in PFAS investigations and remediation programs.
- Existing industry visibility through technical publications, conference presentations, or participation in industry organizations.
- Established relationships within the power, utility, and energy sectors.
