Position Summary
The Federal Construction Program Director is responsible for strategic leadership, oversight, and execution of multiple U.S. federal construction projects and operational programs across the Indo‑Pacific region. Operating on behalf of a U.S.-based company, this role ensures successful delivery of complex construction and infrastructure programs in alignment with U.S. Government (USG) requirements, host-nation considerations, and company objectives.
The Director provides overall program governance, operational control, financial stewardship, risk management, and stakeholder coordination for geographically diverse projects, often in constrained, remote, or sensitive environments. This position serves as the principal interface with U.S. Government customers, international partners, subcontractors, and internal executive leadership.
Key Responsibilities
Program & Strategic Leadership
- Provide overall leadership and direction for multiple federal construction projects and regional operations across the Indo‑Pacific
- Establish and execute regional program strategies aligned with contract requirements, company goals, and U.S. Government priorities
- Serve as the senior authority for program performance, decision-making, and issue resolution
- Mentor and lead project managers, construction managers, and regional staff to ensure consistent execution standards
Government & Stakeholder Engagement
- Act as the primary point of contact with U.S. Government customers (e.g., DoD, USACE, NAVFAC, associated agencies)
- Coordinate effectively with host-nation officials, local partners, and regulatory bodies
- Represent the company in executive-level meetings, program reviews, and progress briefings
- Ensure culturally informed engagement and diplomacy across international environments
Project & Operations Oversight
- Oversee planning, design coordination, construction, commissioning, and closeout of complex federal construction projects
- Ensure compliance with contract requirements, technical standards, safety policies, quality control plans, and schedules
- Monitor site execution across multiple locations to ensure adherence to cost, schedule, and performance metrics
- Direct logistics, supply chain, and workforce strategies in remote or international operating environments
Financial & Contract Management
- Maintain full responsibility for program financial performance, including budgeting, forecasting, cost controls, and profitability
- Ensure compliance with federal acquisition regulations (FAR/DFARS), contract clauses, and reporting requirements
- Review and approve change orders, claims, and contract modifications
- Support capture efforts, proposal development, and transition from award to execution
Risk, Safety, & Compliance
- Identify and mitigate programmatic, operational, security, and geopolitical risks
- Ensure adherence to company and USG safety standards, environmental regulations, and ethical conduct requirements
- Oversee security compliance and coordination for projects in sensitive or austere regions
- Promote a culture of safety, accountability, and compliance across all project teams
Required Qualifications
- Bachelor's degree in Engineering, Construction Management, Architecture, or a related field (Master's degree preferred)
- 15+ years of experience in federal construction and/or international infrastructure programs
- Demonstrated experience managing large, multi-site, and high-value construction programs overseas
- Strong knowledge of U.S. Government contracting, FAR/DFARS, and federal construction delivery practices
- Proven leadership experience managing diverse, multinational teams
- Ability to operate effectively in complex, politically sensitive, or remote environments
Preferred Qualifications
- Prior experience in the Indo‑Pacific region or similar international theaters
- Experience supporting Department of Defense construction programs
- Active or ability to obtain a U.S. Government security clearance
- Professional licensure (PE, PMP, CCM) strongly preferred
