Position Summary - Highway Lead
The selected candidate will be responsible for the engineering design of transportation facilities, including roadway pavement sections, pedestrian and bicycle facilities, drainage systems, culverts, nonstructural retaining walls, and traffic signing/marking. The role requires applying established roadway engineering principles to interpret, organize, execute, and coordinate assignments with limited supervision. Additional responsibilities include business development, financial oversight, and staff management within the department. The individual will also serve as a technical resource for less experienced engineers.
Essential Functions and Responsibilities
- Coordinate strategic growth initiatives with internal leadership
- Build and strengthen market presence through marketing and business development activities
- Manage departmental budget and allocate resources effectively
- Lead and participate in proposal development
- Provide technical expertise and guidance to project managers and technical staff
- Determine staffing needs and resource planning for the team
- Participate in interviewing and hiring staff
- Conduct performance evaluations based on input from project managers
- Coordinate workload distribution within and across regions
Required Skills
- Strong written and verbal communication skills
- Proficiency in standard office software
- Proficiency in project scheduling software
- Proficiency in civil design software platforms for roadway engineering
Required Experience
- Bachelor's degree in civil engineering or a related discipline
- Professional engineering licensure
- 15+ years of relevant technical experience
- Experience in project management and business development
- Demonstrated ability to manage multiple projects in a fast‑paced, team‑oriented environment
- Ability to lead, mentor, and guide staff
- Comprehensive understanding of applicable design standards, policies, specifications, delivery processes, and plan preparation
Preferred Qualifications
- Experience working with local governmental or public-sector clients
- Experience with state or municipal transportation projects
- Supervisory experience and previous leadership of multidisciplinary teams
