San Diego | Environmental Planning Practice Lead

Our client is seeking an experienced Environmental Planning Practice Lead to lead environmental compliance and planning efforts for civil infrastructure and land development projects across Southern California. This role requires deep expertise in CEQA/NEPA processes, strong leadership skills, and the ability to integrate environmental planning into complex engineering and development initiatives.


Key Responsibilities:

  • Project Leadership

    • Oversee environmental planning for large-scale civil engineering and land development projects, including residential, commercial, transportation, and utility infrastructure.
    • Manage preparation of CEQA/NEPA documents, technical studies (biological, cultural, air quality, noise), and permitting for grading, drainage, and site development.
    • Ensure compliance with local, state, and federal regulations impacting land development.
  • Team & Client Management

    • Lead a multidisciplinary team of environmental planners and coordinate with civil engineers, surveyors, and design professionals.
    • Serve as primary liaison with agencies such as City of San Diego, County of San Diego, Caltrans, CDFW, RWQCB, and USACE.
    • Build and maintain strong client relationships in the land development and infrastructure sectors.
  • Business Development

    • Drive growth in environmental services for civil and land development markets.
    • Prepare proposals, lead strategic pursuits, and participate in industry networking events.

Qualifications:

  • Education:

    • Bachelor's degree in Environmental Planning, Civil Engineering, or related field (Master's preferred).
  • Experience:

    • 15+ years in environmental planning with a focus on civil and land development projects.
    • Proven success managing CEQA/NEPA compliance for grading, drainage, transportation, and site development projects.
    • Strong understanding of permitting processes for stormwater, wetlands, and habitat conservation.
  • Skills:

    • Ability to integrate environmental planning with engineering design and construction schedules.
    • Excellent leadership, communication, and negotiation skills.
    • Familiarity with GIS and project management tools.
  • Preferred:

    • Existing relationships with Southern California land development agencies and private developers.
    • Professional certifications (AICP, PMP) and experience in large-scale infrastructure projects.
