Senior Federal Project Manager
About the Role
We are seeking a seasoned Senior Project Manager (SPM) with deep experience delivering federal construction projects for agencies such as USACE, NAVFAC, VA, GSA, DHS, and the USAF/US Army. The SPM will lead complex projects from award through closeout-owning client relationships, cost, schedule, quality, safety, subcontractor performance, and compliance with federal contracting requirements. This role is ideal for a leader who thrives in a highly regulated environment and brings a proactive, solution-oriented approach to field and office operations.
Key Responsibilities
Project Leadership & Delivery
- Lead the full project lifecycle (RFP capture support, preconstruction, buyout, execution, commissioning, and closeout) for design-bid-build and design-build federal projects ranging from $[X]M-$[Y]M+.
- Develop and manage the Project Execution Plan (PEP), baseline schedule (Primavera P6), risk register, and cash flow.
- Drive schedule adherence, critical path recovery plans, and change management to protect margin and contractual rights.
Federal Compliance & Contract Administration
- Administer contracts in accordance with FAR/DFARS, agency supplements, and contract clauses (e.g., Changes, Differing Site Conditions, Delays, Terminations).
- Prepare, negotiate, and document RFIs, submittals, change orders (REAs/Mods), and claims as needed; ensure audit-ready records.
- Manage federal reporting tools (e.g., USACE RMS/QCS, eCMS, eMODs), and facilitate Owner/Design Team/Commissioning coordination meetings.
- Ensure compliance with Davis-Bacon Act, certified payroll, Buy American/BABA, small business goals, cybersecurity requirements (as applicable), and federal invoicing protocols.
Quality & Safety
- Implement and enforce USACE/NAVFAC 3-Phase Control (Preparatory, Initial, Follow-up), CQC plans, and EM 385‑1‑1 safety standards.
- Oversee QC and safety personnel; lead AHA/JHA, daily huddles, toolbox talks, and corrective action tracking.
- Coordinate testing, inspections, commissioning, and turnover procedures; ensure As-Builts, O&M manuals, warranties, and punch list completion.
Financial & Commercial Management
- Own project P&L: budgets, cost codes, forecasting, contingency, fee, and cash management.
- Lead buyout strategies; negotiate and manage subcontracts/purchase orders in collaboration with Precon and Procurement.
- Monitor earned value, cost trends, labor productivity, equipment usage, and material logistics; drive recovery plans when needed.
Team, Subcontractor, and Stakeholder Management
- Mentor and manage Project Managers, Project Engineers, Superintendents, and coordinators; develop high-performing teams.
- Build strong relationships with the Contracting Officer (CO), COR, ACO, Resident Office, designers, commissioning agents, and third-party stakeholders.
- Set and enforce expectations with trade partners on quality, safety, schedule, manpower, and documentation.
Preconstruction & Pursuit Support
- Partner with Estimating during RFI-to-RFP phases, constructability reviews, phasing/logistics planning, risk analysis, and schedule narratives.
- Lead proposal technical writeups, PMP/CMP, past performance narratives, staffing plans, and interview presentations.
- Drive value engineering and life-cycle cost alternatives aligned with agency goals.
Required Qualifications
- 10+ years of progressive experience in federal vertical or horizontal construction (USACE/NAVFAC/GSA/VA or similar).
- Successful completion of at least 3 federal projects as PM/SPM with contract values of $[X]M+ each.
- Deep knowledge of FAR/DFARS, federal QC/QA protocols, EM 385‑1‑1, 3-Phase Control, and Davis-Bacon compliance.
- Proficiency with Primavera P6, MS Project (as needed), Bluebeam, MS Office/Teams/SharePoint, and USACE RMS/QCS.
- Demonstrated ability to manage design-build and occupied facility projects, complex phasing, and secure access/site logistics.
- Proven leadership of cross-functional field/office teams and trade partners.
- Excellent negotiation, written communication, and federal change management skills (REAs, Mods, equitable adjustments).
- OSHA 30; USACE CQM for Contractors (or ability to obtain within 60 days).
- Bachelor's degree in Construction Management, Engineering, Architecture, or related field (or equivalent experience).
Preferred Qualifications
- Experience with mission-critical, healthcare/VA, secure/SCIF, airfield, waterfront, or civil/utility federal projects.
- PMP, DBIA, LEED AP, CHST/CSP, or PE credentials.
- Experience with Procore, CMiC, e-Builder, or similar PMIS; familiarity with CMMC/cyber provisions on DoD projects.
- Active or prior DoD security clearance.
- Experience on IDIQ/MATOC/SATOC/JOC contract vehicles, including task order management and proposal responses.
