Overview
A growing engineering and infrastructure services firm is seeking a Chief Technical Officer / Chief Engineer to serve as the organization's senior technical authority. This executive‑level role is responsible for defining technical strategy, ensuring engineering excellence, and maintaining accountability for professional standards, quality, and risk across all engineering service lines.
The position combines executive leadership with hands‑on professional engineering authority and plays a critical role in scaling people, processes, and technical systems while maintaining defensible, high‑quality engineering outcomes.
This role reports to executive leadership and works closely with senior stakeholders, clients, and regulators.
Executive Scope
- Senior technical executive and chief engineering authority
- Defines and executes firmwide technical strategy and standards
- Provides professional judgment, accountability, and risk oversight
- Supports growth while ensuring consistency, safety, and engineering defensibility
Key Responsibilities
Engineering Authority & Technical Leadership
- Serve as the firm's senior technical authority and chief engineer across all engineering activities
- Establish, maintain, and continuously improve engineering standards, methodologies, and workflows
- Provide final technical oversight and approval for complex or high‑risk engineering conclusions
- Act as an internal authority on applicable industry codes and standards related to utility and infrastructure engineering
Structural & Engineering Consulting Oversight
- Oversee structural and engineering consulting services, including:
- Pole load analysis and structure modeling
- Photogrammetry‑based assessments
- Finite element modeling and advanced analysis
- Ensure appropriate use and advancement of engineering software platforms
- Ensure accuracy, constructability, and defensibility of all engineering deliverables
Engineering Support & Asset Health Services
- Oversee development of technical scopes of work for proposals
- Provide engineering support for field inspection and assessment programs
- Review and approve engineering conclusions, remediation recommendations, and life‑extension strategies
- Maintain and evolve risk‑based asset health libraries
- Ensure integration between engineering, field operations, and remediation activities
Line Design Services
- Oversee line design and engineering activities, including:
- Line upgrades, rebuilds, and relocations
- Conductor selection
- Structure and foundation engineering
- Plan & profile drawings and related technical documentation
- Support development of technical scopes for proposal efforts
Construction Quality Oversight
- Oversee engineering involvement in construction quality and QA/QC services
Quality, Risk, & Professional Accountability
- Ensure all engineering work meets professional, ethical, and regulatory requirements
- Establish and enforce QA/QC protocols across engineering teams
- Reduce technical, safety, and litigation risk through sound engineering judgment and documentation
- Serve as the final escalation point for technical disputes or risk decisions
Technical Proposals & Client Engagement
- Oversee technical accuracy of engineering proposals and deliverables
- Review and approve technical scopes of work supporting business development
- Act as a senior technical liaison with clients, utilities, regulators, and partners
- Reinforce client confidence through consistent technical leadership
People Leadership & Capability Development
- Recruit, develop, and mentor engineering leaders and technical staff
- Define competency expectations, training pathways, and professional development standards
- Monitor engineering capacity, utilization, and workload forecasting
- Build a scalable engineering organization aligned with long‑term growth objectives
Systems, Tools, & Process Leadership
- Own and improve engineering workflows, documentation systems, and technical libraries
- Standardize reporting formats and technical deliverables
- Drive adoption of engineering tools, automation, and analytics to improve quality and scalability

Required Qualifications
- Licensed Professional Engineer (P.E.) in good standing (multi‑state licensure preferred)

- Deep familiarity with engineering standards, inspections, and asset management practices
- Demonstrated ability to balance executive leadership with hands‑on technical authority
