About the Role
My client is seeking an experienced Mission Critical Talent Acquisition Operations Leader to design and execute talent strategies for some of the most advanced construction projects in the industry, including hyperscale data centers and semiconductor facilities.
This is a strategic leadership role that combines deep recruiting expertise, operational excellence, and industry knowledge. You will partner with senior stakeholders to forecast hiring needs, develop precision sourcing plans, and build pipelines for highly specialized technical roles.

Key Responsibilities
Strategic Talent Planning & Execution
- Develop and implement sourcing strategies for niche technical roles (e.g., commissioning managers, electrical superintendents, cleanroom engineers).
- Collaborate with project executives and hiring managers to forecast staffing needs and create proactive recruitment plans aligned with project timelines.
Candidate Engagement & Market Intelligence
- Apply advanced sourcing techniques, including talent mapping and competitive intelligence, to identify and engage passive candidates.
- Build and maintain pipelines for specialized roles in mission-critical sectors.
- Leverage employer branding and personalized outreach to attract top talent.
Stakeholder Partnership & Leadership
- Facilitate intake sessions and hiring strategy meetings across multiple geographies.
- Provide leadership and guidance to Talent Acquisition Partners supporting advanced technology projects.
- Partner with HR teams to manage mobility and deployment for critical project teams.
Operational Excellence
- Lead high-volume, rapid ramp-up recruiting efforts for major projects.
- Oversee full-cycle recruitment processes, ensuring speed and quality of hire.
- Use recruiting data and analytics to monitor KPIs, optimize performance, and inform strategic decisions.
- Manage agency relationships to maintain brand integrity and control costs.
Brand Representation & Culture Stewardship
- Represent the company at industry events, career fairs, and networking forums.
- Champion company culture and values through personal actions and mentorship.
Required Qualifications
- 10+ years of full-cycle recruiting experience, ideally in construction, engineering, or industrial sectors.
- 7+ years managing recruitment teams and delivering scalable, high-volume hiring plans.
- Expertise in LinkedIn Recruiter and other sourcing tools.
- Experience working in a global, matrixed organization.
- Bachelor's degree in HR, business, or related field (or equivalent experience).
Preferred Qualifications
- Proven success sourcing and hiring for mission-critical infrastructure projects (data centers, semiconductor fabs, cleanrooms).
- Familiarity with recruitment analytics and talent intelligence platforms.
- Strong stakeholder management and communication skills.
- Experience with ATS and CRM platforms (e.g., iCIMS).
- Knowledge of employment laws and compliance across multiple regions.
