Preconstruction Manager - Utility Scale Solar

Overview

An independent renewable energy developer is seeking an experienced Preconstruction Manager to lead early-stage planning and execution for utility‑scale solar projects across the U.S. This role is critical in bridging development, engineering, procurement, and construction teams to ensure projects are fully de‑risked, accurately scoped, and ready for construction execution.

The ideal candidate brings strong technical understanding of utility‑scale solar, excels at cross‑functional coordination, and is comfortable owning budgets, schedules, and constructability decisions during pre‑NTP phases.


Key Responsibilities

  • Lead all preconstruction activities for utility‑scale solar projects from late-stage development through Notice to Proceed (NTP).
  • Develop and manage preconstruction schedules, scopes of work, and milestone plans in collaboration with Development, Engineering, EPC partners, and internal stakeholders.
  • Prepare and oversee project cost estimates, budgets, and cash flow forecasts; support financial modeling with accurate and constructible assumptions.
  • Manage RFP processes for EPCs, major subcontractors, and key vendors; analyze bids and support contract negotiations.
  • Coordinate with engineering teams to review site layouts, electrical designs, civil plans, geotechnical data, and interconnection requirements, ensuring constructability and cost efficiency.
  • Identify and mitigate project risks related to schedule, permitting, supply chain, labor availability, and site conditions.
  • Support procurement strategy and long‑lead equipment planning (modules, inverters, trackers, transformers, etc.).
  • Ensure preconstruction deliverables align with owner requirements, financing expectations, and lender technical diligence.
  • Participate in project handoff to construction teams, ensuring continuity of scope, budget, and execution strategy.

Qualifications

  • Bachelor's degree in Engineering, Construction Management, or a related field (or equivalent experience).
  • 5+ years of experience in preconstruction, project engineering, or project management within utility‑scale solar or renewable energy.
  • Strong working knowledge of EPC contracting models, construction sequencing, and cost drivers for large-scale solar projects.
  • Experience managing external consultants, EPCs, and subcontractors during pre‑NTP phases.
  • Proficiency in budgeting, scheduling, and cost control tools (e.g., Excel, MS Project, Primavera, or similar).
  • Ability to interpret technical drawings, specifications, and permitting requirements.
  • Excellent communication skills with the ability to coordinate across technical, commercial, and executive teams.

Preferred Experience

  • Utility‑scale solar projects 50 MW+
  • Exposure to projects supported by tax equity, project finance, or structured financing
  • Experience working within a developer, IPP, or owner's representative environment
  • Familiarity with U.S. permitting, interconnection, and regional market dynamics
