Position Overview

We are seeking an experienced and dynamic Roadway Department Leader to lead and grow our transportation engineering practice in the Tampa, Florida region. This role will be responsible for technical leadership, project delivery, staff development, and client relationship management, with a strong emphasis on projects for the Florida Department of Transportation (FDOT).

The ideal candidate will bring deep experience delivering FDOT roadway design projects and a proven ability to lead teams, win work, and drive operational excellence.


Key Responsibilities

Leadership & Strategy

  • Lead the Tampa-based roadway department, setting vision, goals, and growth strategy
  • Build, mentor, and manage a high-performing team of engineers and designers
  • Drive a culture of accountability, collaboration, and technical excellence
  • Support regional and statewide transportation leadership initiatives

Project Delivery

  • Oversee the successful execution of FDOT roadway design projects from concept through final design
  • Ensure projects meet FDOT standards, schedules, budgets, and quality expectations
  • Provide senior-level technical guidance on complex roadway and transportation design challenges
  • Review and approve design documents, plans, and specifications

Business Development

  • Develop and maintain strong relationships with FDOT District 7, local municipalities, and key clients
  • Lead or support pursuit efforts, including proposals, interviews, and strategic positioning
  • Identify new business opportunities and contribute to revenue growth

Operations & Financial Management

  • Manage department financial performance, including revenue, utilization, and profitability
  • Forecast staffing needs and align resources with project demands
  • Ensure adherence to company policies, procedures, and quality standards

Qualifications

Required

  • Bachelor's degree in Civil Engineering or related field
  • Professional Engineer (PE) license in the State of Florida (or ability to obtain quickly)
  • 10-20+ years of roadway design experience, with significant focus on FDOT projects
  • Demonstrated experience working with FDOT standards, procedures, and project delivery requirements
  • Proven leadership experience managing teams and delivering multiple concurrent projects

Preferred

  • Established relationships with FDOT District 7 or other Florida districts
  • Experience in design-build and alternative delivery methods
  • Strong business development and client management track record
  • Master's degree in Civil Engineering or related discipline

Key Skills

  • Expertise in FDOT Design Manual (FDM), Plans Preparation Manual (PPM), and applicable standards
  • Proficiency in roadway design software (e.g., OpenRoads, MicroStation)
  • Strong leadership, communication, and organizational skills
  • Ability to balance technical execution with strategic business objectives

  • Tampa, Florida (hybrid flexibility may be available)
