Position Overview
We are seeking an experienced Federal Construction Quality Control Manager (QCM) to oversee all quality management activities for large-scale military and federal construction projects based in Guam. This role is responsible for implementing and managing the project's Quality Control Program, ensuring all work complies with contract requirements, project specifications, approved plans, and applicable federal standards.
The ideal candidate will have a strong background managing quality control on ground-up vertical construction projects within the federal sector, including military facilities, administrative buildings, barracks, training facilities, maintenance facilities, aircraft support structures, healthcare facilities, or other mission-critical infrastructure. Experience working in the Indo-Pacific region is highly preferred.
Key Responsibilities
- Develop, implement, and manage the project-specific Quality Control Program in accordance with contract requirements.
- Serve as the primary point of contact for all quality-related matters with project teams, subcontractors, owner representatives, and government agencies.
- Conduct and document the Three Phases of Control (Preparatory, Initial, and Follow-Up Inspections).
- Ensure all construction activities comply with project plans, specifications, submittals, and federal contract requirements.
- Coordinate and manage testing, inspections, commissioning activities, and quality verification processes.
- Maintain project quality documentation including inspection reports, testing logs, deficiency tracking logs, quality meetings, and closeout documentation.
- Review submittals, shop drawings, RFIs, and material approvals for compliance with project requirements.
- Identify quality issues, deficiencies, and nonconforming work and ensure timely corrective action.
- Coordinate with project management, field supervision, subcontractors, and government representatives to resolve quality concerns.
- Participate in quality meetings and provide reports on project quality performance and compliance.
- Monitor subcontractor quality control activities to ensure contractual and specification requirements are met.
- Prepare and maintain daily quality control reports and documentation required by the owner and contract.
- Support project closeout activities, punch list management, turnover documentation, and final acceptance procedures.
- Ensure all work is completed in accordance with project schedules, quality standards, and contractual obligations.
Required Qualifications
- 8+ years of construction experience with a minimum of 3 years serving as a Quality Control Manager on large-scale projects.
- Current certification as a USACE Construction Quality Management (CQM) for Contractors graduate or ability to obtain certification prior to project start.
- Experience managing quality control programs on ground-up vertical construction projects valued at $20M+.
- Demonstrated experience on federal construction projects for agencies such as USACE, NAVFAC, Air Force, Army, Marine Corps, DoD, VA, or other federal entities.
- Thorough understanding of federal construction quality requirements, specifications, testing procedures, and documentation standards.
- Ability to read and interpret construction drawings, specifications, submittals, and contract documents.
- Experience coordinating inspections, testing agencies, commissioning activities, and government quality representatives.
- Proficiency with RMS/QCS, construction management software, and Microsoft Office applications.
- Strong communication, organizational, documentation, and problem-solving skills.
- Ability to obtain and maintain installation access and any required security clearances.
Preferred Qualifications
- Experience working on MILCON, NAVFAC, USACE, Air Force, Army, or other Department of Defense projects.
- Previous experience working in Guam, Hawaii, Japan, South Korea, Australia, Diego Garcia, or other Indo-Pacific locations.
- Experience delivering projects in remote or overseas environments with significant logistical challenges.
- Background supporting mission-critical facilities, barracks, administrative facilities, training facilities, aircraft maintenance facilities, healthcare facilities, or similar federal projects.
- Familiarity with EM 385-1-1 safety requirements.
- OSHA 30 certification.
- First Aid/CPR certification.
- Experience with commissioning, turnover, and closeout requirements for federal projects.
