Planning & Control Manager
Overview:
The Planning & Control Manager will lead the planning, scheduling, and project controls functions for large-scale EPC projects in the Oil & Gas or Energy Infrastructure sectors. This role ensures robust project planning, cost management, progress tracking, risk mitigation, and reporting, all in alignment with contractual and organizational standards.
Key Responsibilities:
1. Project Planning & Scheduling
- Develop and maintain the master project schedule using Primavera P6 or similar tools.
- Integrate schedules across engineering, procurement, construction, commissioning, and handover phases.
- Monitor progress against baseline plans, identify critical paths, delays, and implement recovery strategies.
2. Cost Control & Budgeting
- Set up and manage cost control systems covering budgets, forecasts, commitments, and expenditures.
- Track changes and variations, assessing their impact on cost and schedule.
- Collaborate with Finance and Contracts teams to ensure accurate budget allocation and control.
3. Progress Monitoring & Reporting
- Implement performance measurement tools such as KPIs, earned value analysis, S-curves, and dashboards.
- Deliver timely progress and variance reports to management and stakeholders.
- Provide accurate data to support strategic decision-making.
4. Risk & Change Management
- Identify schedule and cost risks and propose mitigation plans.
- Support change management processes with impact assessments.
- Ensure compliance with EPC contract terms and client reporting standards.
5. Leadership & Coordination
- Lead and mentor a team of planners, schedulers, and project control engineers.
- Coordinate with engineering, procurement, construction, and commissioning teams to ensure consistent planning and reporting.
- Serve as the key liaison with client representatives on project controls matters.
Requirements:
- Bachelor's degree in Engineering, Project Management, or a related discipline.
- 12-15 years of experience in project controls and planning within EPC environments, ideally in LNG, Oil & Gas, or Petrochemical sectors.
- Proficiency in Primavera P6, MS Project, and other project control systems.
- Proven experience managing large-scale, multidisciplinary projects (preferably >USD 300 million).
- Strong knowledge of EPC contracts, risk management, and earned value methodologies.
- Excellent analytical, communication, and problem-solving skills.
- Demonstrated leadership in managing planning and controls teams.
- Commitment to HSE standards, with the ability to integrate risk-based thinking and safety considerations into planning and operations.
- This role is open to Singapore Citizens and Permanent Residents due to project requirements and regulatory considerations.
