Job Description: Federal Construction Project Manager - SABER Contracts

Location: Las Vegas, NV


Position Overview

The Federal Construction Project Manager oversees multiple task orders under a SABER contract at a U.S. Air Force Base in Las Vegas. This role is responsible for managing all phases of construction, from project initiation and estimating through closeout, ensuring compliance with federal regulations, contract requirements, safety standards, and Air Force expectations. The PM acts as the primary point of contact for base engineering, contracting officials, subcontractors, and internal leadership.


Key Responsibilities

Project Management

  • Manage planning, scheduling, and execution of multiple small-to-medium task orders under the SABER contract vehicle.
  • Oversee construction activities to ensure timely, high‑quality, and cost‑controlled delivery.
  • Lead design coordination, submittals, RFI responses, and project documentation.
  • Develop and maintain project schedules using critical path methodology.
  • Conduct regular site visits to monitor progress and resolve field issues.

Federal Contract Compliance

  • Ensure full compliance with FAR, DFARS, UFC, USACE, and Air Force Civil Engineering standards.
  • Prepare, review, and submit required documentation, including QASP requirements, daily reports, EM 385‑1‑1 safety compliance, and QC plans.
  • Manage task order proposals, cost estimates, and ROM budgets in accordance with contract guidelines.

Client & Stakeholder Coordination

  • Serve as the primary interface with Air Force Civil Engineering, contracting officers, and end‑user customers.
  • Attend base meetings, design charrettes, kickoff meetings, and progress reviews.
  • Provide transparent communication on schedule, budget, and project risks.

Financial & Administrative Management

  • Forecast project budgets, cost-to-complete, and manpower requirements.
  • Negotiate subcontractor pricing and oversee subcontract performance.
  • Approve invoices, manage change orders, and track project financial performance.

Safety & Quality Control

  • Enforce strict compliance with federal construction safety standards, including OSHA and EM 385‑1‑1.
  • Collaborate closely with Quality Control Managers and SSHOs to ensure safe and compliant site operations.
  • Implement and monitor contractor QC procedures, inspections, and testing requirements.

Qualifications

Required

  • Bachelor's degree in Construction Management, Engineering, or related field OR equivalent experience.
  • Minimum 5-7 years of project management experience in federal or DoD construction.
  • Experience with SABER, IDIQ, JOC, or other task‑order‑based contract types.
  • Proficiency in Microsoft Project, Procore, or equivalent project management platforms.
  • Strong understanding of FAR/DFARS, federal reporting, and DoD construction standards.

Preferred

  • Experience working on active military installations, especially Air Force bases.
  • Knowledge of UFC guidelines, AFCEC processes, and base civil engineering protocols.
  • OSHA 30‑hour certification.
  • Active security clearance.
