Superintendent - Air Force Construction (Grand Forks)

Position Summary

The Federal Construction Superintendent oversees all on-site construction operations for task orders issued under IDIQ construction contracts at Grand Forks Air Force Base and other federal facilities in the region. This role focuses on field execution, trade coordination, safety, and contract compliance.
The Superintendent ensures that construction is completed safely, efficiently, and in full compliance with government specifications and installation requirements.


Key Responsibilities

Construction Execution & Field Supervision

  • Lead and direct daily construction activities for multiple concurrent IDIQ task orders of varying size, scope, and complexity.
  • Supervise and coordinate subcontractors across all construction trades, including earthwork, utilities, concrete, carpentry, electrical, mechanical, roofing, demolition, and facility renovations.
  • Ensure all work follows project specifications, drawings, and federal construction standards.

Coordination with Government Officials

  • Act as the on-site point of contact for government inspectors, Contracting Officer's Representatives (CORs), Civil Engineering staff, and Quality Assurance personnel.
  • Participate in pre‑construction meetings, site inspections, and routine progress discussions.
  • Coordinate base access, permits, utility shutdowns, escort requirements, and restricted area procedures.

Safety & Compliance

  • Enforce construction safety standards in accordance with OSHA, USACE EM 385‑1‑1, and base safety requirements.
  • Conduct daily safety briefings and ensure job hazard analyses (JHAs) are developed, implemented, and updated.
  • Maintain a clean, secure, and compliant jobsite at all times.

Quality Control & Documentation

  • Support the project's Quality Control Manager in implementing the Three-Phase QC process for all IDIQ task orders.
  • Maintain accurate daily logs, manpower reports, equipment tracking, progress photos, and field documentation required by federal contracts.
  • Assist in punch list creation, deficiency resolution, and project closeout packages.

Scheduling & Task Order Delivery

  • Prepare daily and weekly work plans outlining sequencing, manpower needs, material deliveries, and equipment requirements.
  • Monitor progress against schedule and communicate potential delays or field issues promptly.
  • Coordinate procurement and delivery of materials to support efficient task order execution.

Site Logistics & Construction Management

  • Oversee layout of construction staging areas, laydown yards, and traffic flow within an active military installation.
  • Ensure protection of utilities, base facilities, and mission-critical infrastructure during construction.
  • Manage equipment usage, rentals, and maintenance to support field productivity.

Required Qualifications

  • 5-10+ years of experience as a Construction Superintendent on federal, military, or public-sector projects.
  • Strong knowledge of construction means and methods across multiple trades.
  • Experience working under IDIQ, JOC, MATOC, or other task-order-based contract vehicles.
  • OSHA 30 required; First Aid/CPR required; EM 385‑1‑1 training preferred.
  • Ability to read and interpret construction drawings, specifications, and federal contract documents.

Preferred Qualifications

  • Experience working on Grand Forks Air Force Base or other northern-tier military installations.
  • Familiarity with cold‑weather construction practices and seasonal scheduling constraints common to North Dakota.
  • Knowledge of federal systems such as RMS/QCS for reporting and documentation.
