The Opportunity

Our client, a boutique civil and water resources engineering consultancy, is looking to appoint a senior Office Lead to establish and grow a new presence in Pennsylvania.

This is a rare opportunity for an experienced engineer to take full ownership of a new office location, with the flexibility to base it around your existing network, client relationships, and preferred geography anywhere across PA.

You'll be joining a highly technical firm known for tackling complex water, stormwater, and infrastructure challenges, with a strong emphasis on practical, long-term solutions rather than high-volume design work.

The Role

As Office Lead, you will be responsible for building and leading a new regional operation from the ground up.

Key responsibilities include:

  • Establishing and growing a new Pennsylvania office (location driven by you)
  • Leading delivery of water resources, stormwater, and hydraulic modelling projects
  • Developing and maintaining strong relationships with municipalities, agencies, and private clients
  • Driving business development and securing new work within your region
  • Building, mentoring, and growing a local engineering team
  • Acting as technical lead on complex hydrology, floodplain, and drainage projects
  • Overseeing regulatory strategy, permitting, and compliance efforts
  • Partnering with senior leadership to define and execute regional growth plans

Project Focus

  • Stormwater management and drainage design
  • Hydrology and hydraulics modelling (HEC-RAS, FEMA studies, etc.)
  • Floodplain analysis and flood mitigation
  • Municipal infrastructure and capital improvement projects
  • Water resources systems and dam-related projects
  • Select land development projects with a strong water component

What They're Looking For

  • 15+ years of experience in civil or water resources engineering
  • PE license (Pennsylvania required or ability to obtain)
  • Strong technical background in hydrology, hydraulics, and stormwater design
  • Proven experience leading projects and managing client relationships
  • Business development experience and/or an existing client network in Pennsylvania
  • Interest in building and leading a new office or regional presence
  • Ability to operate autonomously, balancing technical delivery and commercial growth
