Job Title: Air Permitting Specialist

Location: Richmond, VA

We are seeking a highly skilled and motivated Air Permitting Specialist to join our Environmental Services team in Richmond, Virginia. This role is ideal for an experienced professional with a strong background in air quality regulations, permitting strategies, and environmental compliance. You will lead complex air permitting projects, provide strategic regulatory guidance, and support clients across various industries including manufacturing, energy, and public infrastructure.


Key Responsibilities

  • Lead Air Permitting Projects: Manage and execute air permitting efforts including Title V, PSD, minor source, and synthetic minor permits. Develop permitting strategies that align with client operations and regulatory requirements.
  • Regulatory Analysis & Compliance: Interpret and apply federal, state, and local air quality regulations (e.g., Clean Air Act, NSPS, NESHAP, MACT). Advise clients on compliance obligations and risk mitigation.
  • Technical Documentation: Prepare and review air permit applications, emission calculations, regulatory applicability analyses, and compliance reports. Ensure accuracy and completeness of technical deliverables.
  • Client Engagement: Serve as a primary point of contact for clients, providing expert guidance and building long-term relationships. Represent clients in discussions with regulatory agencies.
  • Project Management: Oversee project budgets, schedules, and deliverables. Coordinate multidisciplinary teams and ensure high-quality execution.
  • Mentorship & Leadership: Mentor junior staff, providing technical training and career development support. Contribute to team growth and knowledge sharing.
  • Business Development: Support proposal development, client presentations, and strategic growth initiatives. Identify new opportunities and contribute to expanding our air quality services portfolio.

Qualifications

  • Education: Bachelor's degree in Environmental Engineering, Chemical Engineering, Atmospheric Science, or a related field (Master's degree preferred).
  • Experience: Minimum of 5 years of professional experience in air permitting and regulatory compliance, preferably within consulting or industrial sectors.
  • Technical Expertise:
    • Proficient in emission calculations, dispersion modeling (e.g., AERMOD), and air quality impact assessments.
    • Familiarity with EPA and Virginia DEQ regulations and permitting processes.
    • Experience with GHG reporting, air toxics evaluations, and environmental management systems.
  • Skills:
    • Strong analytical and problem-solving abilities.
    • Excellent written and verbal communication skills.
    • Proven ability to manage multiple projects and deadlines.
    • Proficiency in Microsoft Office and environmental modeling software.
  • Certifications: Professional Engineer (PE) license or other relevant certifications a plus.
  • Other: Experience with environmental auditing, sustainability initiatives, or ESG reporting is beneficial.
