Vice President - Justice Program Development & Delivery

Vice President - Justice Program Development & Delivery

Position Overview

A nationally recognized consulting, program management, and owner's representative organization focused on justice and government infrastructure is seeking a Vice President to lead the development and delivery of large-scale public-sector capital programs.

This executive will oversee complex projects from initial visioning, planning, and funding strategy through design, procurement, construction, activation, and long-term operational readiness. The role requires a strategic leader who can navigate highly complex stakeholder environments, build consensus among competing interests, and serve as a trusted advisor to government agencies, elected officials, and project partners.

In addition to leading major project initiatives, this individual will play a key role in growing a regional office, mentoring teams, expanding client relationships, and supporting long-term business growth.

Key Responsibilities

Strategic Leadership

  • Help drive the growth and expansion of a regional office and project delivery team.
  • Build and maintain executive-level relationships with public-sector clients and industry partners.
  • Identify and pursue new opportunities within justice, corrections, detention, public safety, and civic infrastructure markets.
  • Represent the organization in client meetings, industry events, and executive presentations.
  • Contribute to long-range growth initiatives and market strategy.

Program Development & Delivery

  • Lead large, complex government capital programs from concept through completion.
  • Advise clients on development strategy, funding considerations, project delivery approaches, risk management, and implementation planning.
  • Oversee all aspects of project execution, including planning, programming, design, procurement, construction, commissioning, and occupancy.
  • Ensure projects achieve client objectives related to budget, schedule, quality, and operational performance.
  • Provide leadership across multidisciplinary teams of consultants, designers, engineers, and construction professionals.

Stakeholder Engagement & Consensus Building

  • Facilitate alignment among diverse stakeholder groups, often with competing priorities and perspectives.
  • Establish credibility and trust with agency leaders, elected officials, consultants, contractors, and community stakeholders.
  • Lead high-level discussions involving complex technical, operational, financial, and political considerations.
  • Drive decision-making through influence, diplomacy, and consensus-building rather than authority alone.
  • Serve as a politically neutral advisor focused on delivering successful project outcomes.

Team Leadership

  • Mentor and develop project executives, program managers, and emerging leaders.
  • Foster a culture of collaboration, accountability, and client service excellence.
  • Support recruiting, staff development, succession planning, and organizational growth initiatives.

Required Qualifications

  • 15+ years of leadership experience within public infrastructure, program management, real estate development, architecture, engineering, construction, or related industries.
  • Demonstrated success delivering large-scale government or institutional capital projects.
  • Deep experience managing projects through the full development lifecycle, including planning, financing, design, procurement, construction, and occupancy.
  • Strong executive presence with the ability to confidently lead discussions among senior decision-makers.
  • Proven ability to build consensus among diverse stakeholder groups and navigate complex organizational dynamics.
  • Excellent communication, relationship-building, negotiation, and presentation skills.

Ideal Candidate Profile

The ideal candidate is more than a construction executive. They are a strategic business leader with the ability to see the entire development process and guide projects from vision to reality.

Successful candidates will demonstrate:

  • The ability to quickly assess stakeholder dynamics and adapt their communication style accordingly.
  • Strong emotional intelligence, business judgment, and political awareness.
  • Exceptional facilitation, influence, and consensus-building skills.
  • Experience leading discussions with owners, architects, engineers, contractors, financial stakeholders, and government officials.
  • A track record of bringing diverse groups together around a common objective and driving projects forward.
  • The confidence and executive presence to walk into a room of industry leaders and become a trusted voice at the table.
