Civil Engineering Manager
Responsibilities
- Lead permitting and entitlement processes, including application preparation and agency coordination
- Interpret zoning ordinances and land development regulations to define project pathways
- Represent projects at public hearings and regulatory meetings
- Build relationships with local agencies, officials, and stakeholders
- Advise early-stage teams on site feasibility and permitting strategy
- Manage projects from feasibility through construction hand off
- Coordinate internal teams including engineering, environmental, legal, and construction
- Identify and mitigate risks related to permitting, design, and site constraints
- Oversee external consultants (civil, environmental, survey, planning)
- Track project budgets, schedules, and progress
- Support technical due diligence for potential project acquisitions
- Travel as needed for project and stakeholder support
Minimum Qualifications
- 5+ years of experience in civil engineering, land development, or infrastructure project management
- Experience with site design, permitting, and entitlement processes
- Knowledge of grading, drainage, utilities, and site constraints
- Proven ability to advance projects through approvals into construction
- Strong communication and project management skills
- Bachelor's degree in Civil Engineering or related field
- Proficiency in Excel, Word, PowerPoint (design/GIS tools a plus)
- Ability to manage multiple projects independently and collaboratively
- Valid driver's license and ability to travel (30-50%)
- Ability to perform site visits on undeveloped terrain
