Our client is a leading offshore wind developer committed to accelerating the energy transition through large-scale renewable energy projects. With a growing portfolio across Asia Pacific, the company is expanding its project delivery capabilities and seeking a seasoned Head of PMO to lead its Project Management Office.

Role Overview

The Head of PMO will be responsible for establishing and leading the Project Management Office across the offshore wind portfolio. This strategic role ensures that all projects are delivered on time, within budget, and to the highest standards of safety and quality. The successful candidate will drive project governance, portfolio oversight, and continuous improvement across development, construction, and operations.

Key Responsibilities

PMO Strategy & Leadership

  • Design and implement PMO frameworks, processes, and tools tailored to offshore wind project lifecycles.
  • Lead portfolio planning, resource management, and performance tracking across multiple offshore wind assets.
  • Serve as a key advisor to senior management on project health, risk exposure, and investment decisions.

Governance & Controls

  • Establish and enforce governance structures to ensure compliance with internal standards and external regulations.
  • Oversee project controls including cost management, scheduling, change control, and risk mitigation.
  • Develop and maintain reporting systems to provide visibility across all project phases.

Stakeholder Engagement

  • Coordinate cross-functional teams including engineering, procurement, finance, legal, and external partners.
  • Facilitate communication between project teams, executive leadership, and joint venture stakeholders.

Team Development

  • Build and lead a high-performing PMO team, fostering a culture of accountability, collaboration, and excellence.
  • Provide mentorship and training to project managers and support staff.

Qualifications & Experience

  • Minimum 10 years of experience in project management or PMO leadership, ideally within offshore wind, renewables, or large-scale infrastructure.
  • Proven track record in managing complex, multi-disciplinary projects across development and construction phases.
  • Deep understanding of offshore wind permitting, contracting, and execution challenges.
  • Strong expertise in project controls, governance, and risk management.
  • Excellent leadership, communication, and stakeholder engagement skills.
  • PMP, PRINCE2, or similar certification preferred.
