NEPA Project Manager
Overview:
We are seeking a Project Manager/Environmental Scientist with 8+ years of experience to support and lead NEPA-driven infrastructure and transportation projects, with a strong focus on work in Pennsylvania. This individual will play a key role in managing environmental efforts, particularly for transportation projects, while applying deep expertise in natural resources, permitting, and regulatory coordination.
Key Responsibilities:
- Manage and deliver NEPA compliance efforts for transportation and infrastructure projects, including Environmental Assessments (EAs) and Categorical Exclusions (CEs)
- Lead project management activities, including scope development, budget tracking, scheduling, invoicing, and coordination with internal teams and clients
- Prepare, review, and oversee NEPA documentation, technical reports, and environmental analyses
- Support and manage natural resource investigations, including wetland and stream delineations, impact assessments, and mitigation planning
- Navigate Pennsylvania-specific permitting, including Chapter 105, Joint Permit Applications, and Clean Water Act Section 404/401 coordination with PADEP and USACE
- Coordinate with regulatory agencies on Section 4(f), Section 106, and ESA compliance
- Support environmental permitting and compliance for PennDOT and transportation-related projects
- Engage in client communication and relationship management, including presentations at public meetings, stakeholder meetings, and agency coordination
- Provide technical oversight and QA/QC of environmental deliverables and mentor junior staff
Qualifications:
- 8+ years of experience in environmental consulting, with a focus on NEPA, natural resources, and permitting
- Strong NEPA experience, including preparation and review of EAs, CEs, alternatives analysis, and interagency coordination
- Demonstrated experience supporting transportation projects, ideally with PennDOT or similar agencies
- Extensive Pennsylvania regulatory experience, including Chapter 105 permitting, wetland/stream delineations, and coordination with PADEP and USACE
- Background in natural resources, including wetlands, streams, and ecological assessments
- Experience with Clean Water Act permitting (Sections 404/401) and familiarity with Section 4(f) and Section 106 processes
- Proven project management experience, including managing budgets, timelines, and multidisciplinary teams
- Strong communication, organizational, and interpersonal skills with the ability to manage multiple priorities in a team environment
