Project Manager - Civil Site Development

A multidisciplinary engineering consultancy is seeking a Project Manager to lead civil site development projects from concept through completion. This role involves managing client relationships, coordinating design teams, overseeing regulatory submissions, and ensuring financial and operational success across all phases of the project lifecycle.
Key Responsibilities
Project Oversight
- Conduct code reviews and identify project constraints
- Prepare project timelines using scheduling software
- Ensure value-driven design and regulatory compliance
- Manage agency submissions and represent projects in formal/informal meetings
- Oversee projects through pre-construction, construction, and post-construction phases
Client Relations & Business Development
- Perform initial site assessments and develop project strategies with clients
- Set and manage client expectations throughout the project lifecycle
- Maintain proactive communication regarding project status, scope, and budget
- Leverage existing networks to identify new business opportunities
Financial Management
- Prepare contracts and change orders aligned with market conditions
- Monitor budgets and issue monthly invoices
- Follow up on overdue payments and manage sub-consultant contracts
- Ensure profitability and adherence to internal financial standards
Internal Operations
- Enforce company standards for design, documentation, and project file management
- Schedule QA/QC reviews at key milestones
- Conduct post-submission assessments and participate in project management meetings
- Collaborate with engineering and CAD managers to support staff development
Team Coordination
- Lead project kick-off meetings and manage team schedules
- Coordinate construction-phase services (RFIs, submittals, close-out)
- Ensure timely and accurate time sheet entries and approvals
Position Standards
Project Managers are central to both client experience and internal team culture. Success in this role requires:
- Strong communication skills (written, verbal, public speaking)
- Organizational excellence and discretion in handling sensitive matters
- Up-to-date knowledge of land use regulations and contract language
- Business development awareness and team leadership capabilities
Minimum Performance Standards:
- Maintain ≥15% average project profitability annually
- Sustain excellent team health (score of 8+)
- Achieve ≥65% billable time annually (including PTO/holidays)
- Hold professional licensure in PA, NJ, or both
Senior Project Manager Track
The "Senior" designation is awarded based on experience, team size, revenue managed, and consistent achievement of performance standards. Progression is monitored through quarterly and annual reviews.
