HSE Manager
Our client is seeking a Health & Safety Manager to lead the implementation and continuous improvement of health, safety, security, and environmental (HSSE) practices during the construction and commissioning phases of a major offshore wind project. This role requires a proactive leader with strong knowledge of HSSE systems, regulatory compliance, and a passion for cultivating a culture of safety and operational excellence.
Key Responsibilities
HSSE System Implementation
- Deploy and maintain the HSSE Management System in alignment with corporate strategy, project requirements, and applicable regulations (e.g., IMCA, GWO/G+).
- Monitor compliance, address non-conformities, and ensure corrective actions are implemented effectively.
- Collaborate with internal HSSE teams to ensure system performance and continuous improvement.
Team Leadership
- Manage HSSE Site Representatives, overseeing recruitment, onboarding, performance, and team development.
- Ensure adequate staffing and competency across all project phases.
- Define clear roles and responsibilities, promote collaboration, and resolve conflicts constructively.
Project Integration & Site Oversight
- Conduct regular site visits to assess safety conditions and engage with project teams.
- Participate in key safety assessments and meetings (HAZID, HAZOP, HIRA).
- Maintain strong communication with Package Managers to align HSSE efforts across the project.
Training & Safety Culture
- Promote a proactive safety culture through training, coaching, and Behavior-Based Safety (BBS) initiatives.
- Ensure compliance with training standards (GWO/STCW/BOSIET) and readiness for emergency scenarios.
- Lead emergency preparedness drills and ensure clarity of roles during incidents.
Risk & Compliance Management
- Identify and mitigate HSSE risks using ALARP principles.
- Maintain an up-to-date HSSE Risk Register and ensure mitigation measures are implemented.
- Conduct inspections and provide actionable feedback to contractors and suppliers.
Contractor Engagement
- Establish and enforce HSSE standards for contractors.
- Monitor contractor performance and ensure timely, accurate reporting.
- Verify that contractors operate under approved HSE Plans and Emergency Response Plans.
Reporting & Documentation
- Prepare monthly HSSE reports and track performance metrics.
- Support emergency and oil spill response planning.
- Develop and maintain HSSE documentation and contribute to crisis management protocols.
Continuous Improvement
- Drive improvements in safety culture through lessons learned, documentation reviews, and feedback to project leadership.
Qualifications & Experience
Required:
- Minimum 5 years of experience in a similar HSSE leadership role.
- Legal authorization to work in Taiwan.
- Degree or diploma in HSSE or a related discipline.
- Certified ISO 45001 auditor.
- Holder of a Class A OSHA License.
- Fluent in English (spoken and written).
- Strong planning, communication, and leadership skills.
- Proficient in Microsoft Office.
- Comfortable working in both onshore and offshore construction environments.
Preferred:
- Experience in offshore wind or large-scale infrastructure projects.
- Familiarity with both international and local HSSE regulations.
