Environmental Compliance Program Manager

The Environmental Compliance Program Manager provides strategic direction, technical leadership, and operational oversight for programs focused on air quality and waste regulatory compliance. This role guides multidisciplinary teams, strengthens client relationships, and ensures all project work aligns with applicable environmental standards. The manager oversees program development, leads complex technical evaluations, and serves as a key resource for interpreting regulatory requirements and coordinating with oversight agencies.


Key Responsibilities

  • Direct the Environmental Compliance team, including staffing, performance coaching, and professional development.
  • Provide senior-level expertise on permitting, compliance obligations, emissions reporting, and waste regulatory programs.
  • Review and approve technical documentation such as permit packages, compliance submittals, emissions inventories, and air modeling analyses (AERMOD, CalEEMod, HARP).
  • Collaborate with organizational leadership to align team priorities with company-wide objectives.
  • Establish and refine workflows, standard procedures, and quality assurance practices.
  • Manage multiple projects at once, ensuring delivery within defined scope, schedule, budget, and quality expectations.
  • Serve as the primary contact for priority clients, fostering strong and sustainable relationships.
  • Offer mentorship and technical support to junior team members, particularly those involved in air monitoring and regulatory analysis.
  • Oversee waste program deliverables and advise on compliance with RCRA and relevant federal, state, and local waste requirements.
  • Track regulatory updates and modeling guidance to keep program practices current.
  • Identify opportunities for service expansion and contribute to the long-term growth of the compliance practice.

Qualifications

  • Bachelor's degree in a relevant environmental or engineering discipline; advanced degree preferred.
  • 5-8 years of progressive experience in air quality, emissions, or environmental compliance.
  • Strong understanding of the Clean Air Act, NSR, Title V, and emissions reporting frameworks.
  • Proficiency with air dispersion modeling tools and emissions monitoring technologies.
  • Demonstrated leadership and team‑development capabilities.
  • Strong analytical, problem‑solving, and technical writing skills.
  • Experience engaging with regulatory agencies and industry partners.
  • Valid driver's license and acceptable driving record.

Preferred Qualifications

  • Professional Engineer (PE) or similar relevant credential.
  • Direct experience collaborating with federal and state environmental agencies.
