Environmental Compliance Program Manager
Overview
A national land development organization is seeking an Environmental Compliance Program Manager to support and enhance environmental compliance efforts across a multi-state region. This role will focus on advancing and refining stormwater compliance programs, while serving as a key resource to operational teams on regulatory requirements and field implementation.
This is a highly visible position working cross-functionally with regional leadership, legal, and environmental teams to drive consistency, reduce risk, and strengthen overall compliance performance.
Key Responsibilities
- Lead implementation and continuous improvement of regional stormwater compliance programs
- Serve as a subject matter expert on federal and state NPDES construction stormwater requirements
- Provide guidance on related regulatory areas including wetlands permitting, endangered species, and air quality considerations tied to land development
- Conduct routine site visits (quarterly) to review active projects, assess compliance, and provide training to field teams
- Develop and deliver environmental compliance training for regional and division staff
- Review and update compliance programs to align with regulatory changes and industry best practices
- Evaluate erosion & sediment control plans, SWPPPs, and related documentation for consistency and compliance
- Support responses to regulatory agencies and assist with documentation and reporting
- Partner with internal stakeholders (including legal and leadership teams) to strengthen processes and mitigate risk
- Maintain site inventory tracking to ensure appropriate permitting coverage
- Review budgets related to stormwater and erosion control measures
- Collaborate with consultants, inspectors, and contractors on BMP implementation and maintenance
Qualifications
Required:
- Bachelor's or Associate degree in Environmental Science or related field
- 5+ years of experience in environmental compliance, stormwater, or land development
- Strong working knowledge of NPDES construction stormwater regulations
- Ability to interpret and apply environmental regulations in a field-based setting
- Excellent communication and stakeholder engagement skills
- Valid driver's license and willingness to travel regionally (~2-4 overnights/month)
- Proficiency with standard business tools (e.g., MS Office)
Certifications (preferred or obtainable within first year):
CPESC, CESSWI, CISEC (or in-training equivalents)
