Position Overview
As a Civil Engineer Project Manager within our Public Works Group, you will be responsible for overseeing a diverse portfolio of public infrastructure projects from conception through completion. You will manage multidisciplinary teams, coordinate with clients and regulatory agencies, and ensure that projects are delivered on time, within budget, and to the highest standards of quality.
This role requires a balance of technical expertise, project management acumen, and strong interpersonal skills. You will serve as a liaison between city staff, consultants, contractors, and the public, representing the organization in meetings, presentations, and public forums.
Key Responsibilities
- Project Management: Lead and manage public works projects including streets, utilities, drainage, and other civil infrastructure. Oversee all phases of project development, from planning and design to construction and closeout.
- Client and Agency Coordination: Serve as the primary point of contact for clients, city departments, and regulatory agencies. Ensure effective communication and coordination throughout the project lifecycle.
- Team Leadership: Supervise and mentor project teams composed of engineers, designers, and technical staff. Foster a collaborative and productive work environment.
- Budget and Scheduling: Develop and manage project budgets and schedules. Monitor progress and implement corrective actions as needed to maintain project goals.
- Proposal Development: Prepare engineering proposals, task orders, and scopes of work. Estimate project costs and timelines, and assist in securing project funding.
- Public Engagement: Support public outreach efforts by preparing presentations, attending community meetings, and participating in public workshops. Communicate technical information in a clear and accessible manner.
- Technical Documentation: Prepare and review engineering reports, City Council staff reports, technical memoranda, and other documentation required for project approvals and implementation.
- Policy and Program Development: Recommend and implement policies, procedures, and programs that enhance project delivery and organizational effectiveness.
- Regulatory Compliance: Ensure that all projects comply with local, state, and federal regulations. Stay current with industry standards and best practices.
- Presentations and Reporting: Represent the organization at city council meetings, planning commissions, and other public forums. Deliver professional presentations and respond to inquiries from stakeholders.
Qualifications and Experience
To be successful in this role, candidates should meet the following qualifications:
- Education: Bachelor's degree in Civil Engineering or a closely related field from an accredited institution.
- Experience: Minimum of 5 years of progressive experience in civil engineering design and project management, preferably in the public works sector.
- Licensure: Professional Engineer (PE) license in California is highly preferred. Candidates working toward licensure may also be considered.
- Technical Proficiency: Strong understanding of civil engineering principles, including roadway and utility design, grading, drainage, and construction methods. Familiarity with Auto-CAD and other design software is desirable.
- Project Management Skills: Proven ability to manage complex projects, including scope, schedule, and budget. Experience with project tracking tools and reporting systems is a plus.
- Communication Skills: Excellent written and verbal communication skills. Ability to prepare clear and concise reports, correspondence, and presentations.
- Interpersonal Skills: Strong leadership and team-building abilities. Comfortable working with diverse stakeholders, including city officials, consultants, contractors, and the public.
- Customer Service Orientation: Commitment to providing high-quality service to internal and external clients. Ability to resolve issues diplomatically and professionally.
- Analytical Thinking: Ability to analyze engineering problems, evaluate alternatives, and implement effective solutions. Strong attention to detail and organizational skills.
