Position Summary

The Federal Construction Project Manager is responsible for the successful planning, execution, and delivery of U.S. federal construction projects in Hawaii. This role manages projects from preconstruction through closeout while ensuring strict compliance with federal contracting requirements, State of Hawaii regulations, environmental and cultural protection laws, and installation-specific policies.

Operating in a uniquely complex construction environment, the Project Manager must navigate island logistics, sensitive environmental and historical conditions, labor and wage compliance, security requirements, and close coordination with U.S. Government customers, local stakeholders, and host installation personnel.

Key Responsibilities

Project Management & Execution

  • Plan, coordinate, and manage federal construction projects throughout Hawaii in accordance with contract requirements, scope, budget, and schedule
  • Oversee subcontractors, suppliers, and field staff across multiple island locations
  • Implement project controls, schedules, cost tracking, and reporting systems
  • Manage Requests for Information (RFIs), submittals, change orders, and contract modifications
  • Ensure timely project completion while mitigating logistical and supply chain challenges associated with island construction

Federal & Regulatory Compliance

  • Ensure compliance with FAR/DFARS, wage determinations (Davis‑Bacon Act), Buy American/Build America requirements, and federal reporting standards
  • Coordinate with U.S. Government agencies such as NAVFAC Hawaii, USACE Honolulu District, and other DoD entities
  • Maintain full compliance with:
    • NEPA and environmental permitting requirements
    • Section 106 (Historic Preservation) and culturally sensitive site protocols
    • Endangered Species Act (ESA) and environmental protection measures
    • State of Hawaii building codes, HRS provisions, and county permitting processes

Environmental, Cultural & Community Awareness

  • Integrate environmental stewardship and cultural sensitivity into all phases of project execution
  • Coordinate with cultural monitors, environmental consultants, and regulatory agencies as required
  • Ensure jobsite practices respect local customs, preservation requirements, and community expectations
  • Support sustainability, resilience, and climate-adapted construction practices appropriate to Hawaiʻi's environment

Safety, Quality & Security

  • Enforce USG, installation, and company safety standards, including EM 385‑1‑1 and OSHA requirements
  • Oversee Quality Control (QC) processes and adherence to approved plans and specifications
  • Coordinate background checks, badging, and base access requirements for all project personnel
  • Ensure compliance with security protocols on active military installations

Communication & Stakeholder Management

  • Serve as the primary day‑to‑day interface with the U.S. Government Contracting Officer and COR
  • Prepare and deliver progress reports, schedules, and briefings
  • Coordinate closely with installation stakeholders, inspectors, and local authorities
  • Foster positive relationships with subcontractors, unions, and local vendors

Required Qualifications

  • Bachelor's degree in Construction Management, Engineering, Architecture, or a related field
  • 7+ years of experience managing federal construction projects, preferably in Hawaii or similar island environments
  • Strong working knowledge of FAR/DFARS and federal construction delivery methods
  • Demonstrated experience with:
    • DoD or NAVFAC construction projects
    • Environmental and cultural compliance requirements
    • Multi‑stakeholder coordination in regulated environments
  • Proficiency with project management software and scheduling tools

Preferred Qualifications

  • Active or ability to obtain a U.S. Government security clearance
  • Experience working on active military installations
  • Familiarity with Hawaii labor markets, local subcontractors, and union environments
  • Professional certifications such as PMP, CCM, PE, or LEED
  • Experience managing projects in coastal, tropical, or environmentally sensitive environments
