Federal Construction Project Engineer - SABER (U.S. Air Force Bases)

Location: Las Vegas, NV

About the Role

We are seeking a detail‑driven, field‑savvy Project Engineer to support fast‑turn, multi‑trade task orders under our SABER contract portfolio on U.S. Air Force installations. This role bridges the field and the office, supporting estimating/pricing, submittals, scheduling, quality, safety, and closeout for IDIQ task orders that range from minor repair to new work. You'll work closely with AFCEC reps, superintendents, subcontractors, and suppliers to deliver compliant, on‑time, on‑budget work in an operational military environment.


Key Responsibilities

Pre‑Award / Proposal Support

  • Review RFPs/RFQs, scopes, drawings, UFCs, and specs; develop RFIs and site visit notes.
  • Prepare quantity takeoffs, develop cost/pricing with estimating for firm‑fixed‑price task orders, and support means and methods narratives.
  • Build preliminary logic‑based schedules (Primavera P6/MS Project) and proposal deliverables (safety, QC, phasing, environmental/SHPO impacts, outage plans).

Project Start‑Up & Planning

  • Lead submittal register creation; coordinate product data, shop drawings, mix designs, O&Ms, and equipment approvals per Division 01.
  • Assist in procurement (RFQs, buy‑outs, subcontracts, supplier POs) ensuring FAR/DFARS and contract flow‑downs.
  • Develop QCP (Quality Control Plan), APP/AHA (Accident Prevention Plan / Activity Hazard Analysis), ESOH/environmental controls, traffic control and utility outage plans.
  • Coordinate badging, escort, and base access; ensure compliance with OPSEC/force protection.

Execution & Coordination

  • Maintain the project schedule, look‑aheads, and resource loading; drive submittal, procurement, and inspection milestones.
  • Support daily field coordination with Superintendent; attend prep, initial, and follow‑up inspections; track punch items to closure.
  • Manage RFIs, design clarifications, change management, and maintain a clean audit trail in project controls systems.
  • Track costs, commitments, and production; assist with pay apps, certified payroll compliance, and EEO/DBE reporting as applicable.
  • Coordinate utility outages, phasing and work windows to protect mission operations; maintain redlines and as‑builts.

Quality, Safety & Compliance

  • Implement the Three‑Phase Control System (3PCS) for QC (Preparatory / Initial / Follow‑up).
  • Enforce EM 385‑1‑1, OSHA, and project‑specific safety plans; participate in daily TBTs, incident reporting, and corrective actions.
  • Ensure compliance with Unified Facilities Criteria (UFC), AF, USACE, and contract specifications; support testing and commissioning.
  • Prepare and submit O&M manuals, warranty packages, training agendas, and closeout documents.

Stakeholder & Customer Engagement

  • Prepare meeting agendas/minutes, weekly reports, and clear written correspondence.
  • Support partnering objectives, maintain positive subcontractor relationships, and drive issue resolution.

Required Qualifications

  • Bachelor's in Construction Management, Engineering, or closely related field; or equivalent field experience.
  • 3+ years of construction project engineering experience (federal or military installation work strongly preferred).
  • Working knowledge of SABER/IDIQ task‑order delivery and fast‑turn, multi‑trade projects.
  • Familiar with FAR/DFARS, federal submittal processes (Div 01), and QC workflows.
  • Proficiency with MS Project or Primavera P6, Bluebeam, and MS Office; comfortable with project management systems (e.g., Procore, eBuilder, or similar).
  • Demonstrated ability to read plans/specs, perform takeoffs, write RFIs, support change pricing, and coordinate subs/suppliers.
  • Strong written and verbal communication, organization, and problem‑solving skills.

Preferred Qualifications

  • Experience on Air Force bases and with AFCEC/Base CE processes.
  • Training/credentials: USACE CQM‑C (Construction Quality Management for Contractors), EM 385‑1‑1 40‑Hour, OSHA 30, First Aid/CPR, HAZWOPER (as applicable).
  • Knowledge of UFC design/constructability criteria, LEED/HPSB, and commissioning.
  • Experience with as‑built management, O&M documentation, and systems startup/functional testing.
  • Familiarity with Buy American, Davis‑Bacon, Small Business utilization, and related federal compliance.
  • Ability to obtain/maintain DoD base access and Secret clearance; valid driver's license.
