Essential Duties and Responsibilities:

  • Provide technical oversight and support for environmental engineering and compliance projects, including:

    • Preparation of permit applications (e.g., earth disturbance, air compliance).
    • Conducting sound and noise studies.
    • Developing Spill Response Plans, including Spill Prevention, Control, and Countermeasure (SPCC) Plans and secondary containment services.
    • Environmental monitoring and field oversight (e.g., erosion and sedimentation control, sound monitoring).
    • Drafting E&S Plans, Stormwater Management Plans, and assisting with NPDES permit coordination and termination.
  • Occasionally perform Phase I and II Environmental Site Assessments (ESAs) and hazardous waste due diligence investigations across various property types (rural, residential, commercial, industrial).

  • Research and interpret federal, state, and local environmental regulations (e.g., CAA, SPCC, CERCLA, RCRA, TSCA, EPCRA, VCP).

  • Supervise and conduct field monitoring of erosion and sediment controls on construction projects.

  • Review specifications, permits, and stormwater plans for both site-based and linear construction projects.

  • Prepare and review monitoring reports based on field observations, submitted in paper or electronic formats.

  • Adhere to health and safety standards and quality management procedures as required by clients and internal protocols.

Qualifications:

Required:

  • Ability to lead field studies and data collection efforts.
  • Strong technical writing and communication skills.
  • Bachelor's degree in engineering, environmental science, or a related field.
  • Proficiency in Microsoft Office Suite and familiarity with database/reporting tools.
  • Experience managing employees and acting as a task manager on compliance projects.
  • Knowledge of NPDES regulations and best management practices (BMPs).
  • Valid driver's license and ability to travel regionally as needed.

Preferred:

  • Experience with GPS-enabled data collection.
  • Knowledge of spill response planning and Oil Pollution Prevention Act regulations.
  • 1-2 years of experience in air pollution compliance and permitting.
  • Basic understanding of sound/noise studies and modeling.
  • Familiarity with Phase I/II ESA and hazardous waste investigations.
  • Experience in environmental field monitoring, especially E&S control.
  • Proficiency in AutoCAD and/or GIS (ArcGIS).
  • Professional certifications (e.g., CESSWI, CPESC, Qualified Environmental Inspector).
  • Relevant training (e.g., ASTM Phase I ESA, RCRA, OSHA).

Physical Demands:

  • Ability to walk through unimproved terrain and remote areas.
  • Capable of lifting up to 50 pounds.
  • Ability to detect potential hazards during fieldwork.

General Characteristics:

Experience and Education:

  • 10+ years of relevant experience.
  • Bachelor's degree in Environmental Sciences or a related field.

Technical Responsibilities:

  • Oversight of task managers and coordination of project tasks.
  • Review of project documentation and interface with agencies and subconsultants.
  • Translate strategic goals into operational policies.
  • Develop routines and empower staff through coaching and career development.
