We are seeking a detail-oriented and strategic Program Contracts & Control Manager (PCCM) to join a high-impact Development Program Office (DPO). Reporting to the Chief of Operations, this role is critical in ensuring that all contractual and procurement activities align with strategic goals, regulatory standards, and risk management frameworks.

About the Role

The PCCM will oversee the full contract lifecycle-from drafting and negotiation to execution and compliance monitoring-across major programs and initiatives. You'll work closely with internal teams and external partners to ensure transparency, accountability, and operational excellence in contract management.

Key Responsibilities

  • Develop, negotiate, and manage contracts and procurement processes across programs and projects.
  • Review contract terms to ensure alignment with legal, strategic, and risk parameters.
  • Implement contract control systems, including performance dashboards and compliance tracking.
  • Lead contract-related risk assessments and recommend mitigation strategies.
  • Coordinate with legal, finance, project teams, and external stakeholders to ensure smooth execution.
  • Manage contract variations, amendments, and terminations with full documentation and audit trails.
  • Oversee contract audits and compliance with governance and regulatory standards.
  • Provide expert advice on procurement strategies and cost-efficiency opportunities.
  • Maintain a centralized contract repository with templates and historical data.
  • Support dispute resolution processes to minimize program disruption.
  • Monitor market trends and regulatory changes to inform contract strategy.

What You Bring

  • Proven experience in contract management, procurement, or commercial operations.
  • Strong understanding of risk management, compliance, and governance frameworks.
  • Excellent negotiation, communication, and stakeholder engagement skills.
  • Familiarity with AI tools or digital systems for contract lifecycle management is a plus.
  • Experience in infrastructure, energy, or public-private sector programs is advantageous.
