Civil Engineer (Project Manager)

Employment Type: Full-Time
Salary Range: $90,000 - $110,000 (based on experience)
Overview
We are seeking a Civil Engineer (Project Manager) to lead and manage a variety of civil engineering design and permitting projects. This individual will be responsible for project execution from planning through delivery, ensuring projects are completed on time, within budget, and in compliance with all requirements. The role requires strong technical expertise, leadership skills, and the ability to effectively collaborate with clients, stakeholders, and internal teams.
Key Responsibilities
- Develop project work plans, scopes of work, schedules, and budgets
- Manage project execution to ensure timely and cost-effective delivery
- Prepare and oversee fee proposals, invoicing, and budget tracking
- Design and review roadway, grading, drainage, water, and sewer plans using AutoCAD Civil 3D
- Produce technical deliverables including reports, design plans, specifications, and memoranda
- Perform QA/QC reviews on project deliverables
- Prepare supporting calculations, cost estimates, and permitting documentation
- Develop engineer's opinions of probable cost across project phases
- Lead client meetings, presentations, and project discussions
- Coordinate with internal teams, clients, and contractors
- Conduct construction observation and support field coordination activities
- Ensure effective utilization of staff resources and team productivity
- Lead internal meetings to balance project workload and staffing needs
Qualifications & Competencies
- Experience working on municipal civil projects (water, sewer, stormwater, roadways) required
- Federal or military project experience is a plus
- Strong project management and project delivery experience
- Demonstrated ability to lead teams and manage technical staff
- Excellent communication and client relationship management skills
- Experience with proposal development, cost estimating, and business development preferred
- Proficiency in Microsoft Office, AutoCAD Civil 3D, and hydrology/hydraulic software
- Highly organized, detail-oriented, and capable of managing multiple projects
- Ability to travel to project sites as needed
Education & Experience Requirements
- Bachelor's or Master's degree in Civil Engineering
- Minimum 4+ years of progressive experience in civil engineering or construction (drainage, utilities, roadway/transportation design)
- Professional Engineer (PE) license required or ability to obtain within 6 months
- Experience with municipal, state, and federal regulations and permitting processes
- Experience working with both public and private sector clients
- Valid driver's license required
Supervisory Responsibilities
- Supervise and mentor engineering and technical staff
- Provide direction, oversight, and coordination of project teams
- Collaborate with senior leadership and cross-functional teams
