Federal Construction Project Manager

Location: Hawaii (Per Diem Rotation Available)
Project Type: Ground-Up Vertical Construction / Military Construction (MILCON)

Position Overview

We are seeking an experienced Federal Construction Project Manager to lead the planning, execution, and successful delivery of large-scale military and federal construction projects throughout Hawaii. This role is responsible for overseeing all aspects of project performance, including contract administration, budgeting, scheduling, quality, safety, subcontractor management, and client relations.

The ideal candidate will have a strong background managing ground-up vertical construction projects within the federal sector, including military facilities, administrative buildings, barracks, training facilities, maintenance facilities, aircraft support structures, healthcare facilities, waterfront facilities, and other mission-critical infrastructure. Experience supporting projects for USACE, NAVFAC, and other Department of Defense agencies is highly preferred.

Key Responsibilities

  • Lead all phases of project execution from preconstruction through closeout.
  • Manage project budgets, schedules, procurement activities, subcontractor agreements, and overall project performance.
  • Ensure compliance with project plans, specifications, federal contract requirements, and company standards.
  • Develop and maintain project schedules in coordination with superintendents, quality control personnel, subcontractors, and clients.
  • Monitor project financial performance, including forecasting, cost control, change management, and risk mitigation.
  • Oversee contract administration, modifications, requests for equitable adjustments, and project correspondence.
  • Coordinate with owner representatives, government agencies, design teams, consultants, and subcontractors to ensure project success.
  • Lead project meetings and provide regular updates regarding schedule, budget, quality, safety, and overall project status.
  • Identify and resolve project challenges related to logistics, procurement, manpower, schedule delays, and technical issues.
  • Ensure project teams maintain compliance with all federal, military, and local requirements.
  • Support quality control and safety programs to ensure successful project execution.
  • Review and approve submittals, RFIs, schedules, change orders, pay applications, and project documentation.
  • Manage project staffing, resource allocation, and subcontractor performance.
  • Oversee commissioning, turnover, project closeout, and client acceptance activities.
  • Maintain strong client relationships and serve as the primary point of contact throughout the project lifecycle.

Required Qualifications

  • 8+ years of construction experience with a minimum of 3 years serving as a Project Manager on federal construction projects.
  • Demonstrated experience managing ground-up vertical construction projects valued at $20M+.
  • Experience on federal construction projects for agencies such as USACE, NAVFAC, Air Force, Army, Marine Corps, DoD, VA, or other federal entities.
  • Strong understanding of federal construction contracting, project delivery methods, budgeting, scheduling, risk management, and contract administration.
  • Ability to read and interpret construction drawings, specifications, schedules, and contract documents.
  • Experience managing subcontractors, project teams, consultants, and stakeholder relationships.
  • Proficiency with Microsoft Office, Primavera P6, Microsoft Project, Procore, Autodesk Construction Cloud, or similar project management platforms.
  • Strong financial management, negotiation, communication, leadership, and problem-solving skills.
  • Ability to obtain and maintain base access and any required security clearances.

Preferred Qualifications

  • Experience managing MILCON, NAVFAC, USACE, Air Force, Army, Marine Corps, Space Force, or other Department of Defense projects.
  • Prior experience working in Hawaii or on Pacific-region construction projects.
  • Experience supporting projects at military installations such as Joint Base Pearl Harbor-Hickam, Schofield Barracks, Wheeler Army Airfield, Marine Corps Base Hawaii, Fort Shafter, or Camp Smith.
  • Experience delivering projects in island environments with unique logistical and operational challenges.
  • Background managing mission-critical facilities, barracks, administrative facilities, training facilities, aircraft maintenance facilities, healthcare facilities, waterfront facilities, or similar federal projects.
  • Professional certifications such as PMP, CCM, DBIA, PE, LEED, or other relevant construction management credentials.
  • Experience managing design-build and design-bid-build federal projects.
  • Familiarity with FAR, DFARS, government contracting procedures, and federal reporting requirements.
