Federal Construction Quality Control Manager (QCM)

Location: Hawaii (Per Diem Rotation Available)

Position Overview

We are seeking an experienced Federal Construction Quality Control Manager (QCM) to lead all quality management activities for large-scale military and federal construction projects throughout Hawaii. This role is responsible for implementing, managing, and enforcing project quality control programs to ensure compliance with contract requirements, approved plans and specifications, federal regulations, and company quality standards.

The ideal candidate will have a strong background supporting ground-up vertical construction projects within the federal sector, including military facilities, administrative buildings, barracks, training facilities, maintenance facilities, aircraft support structures, healthcare facilities, waterfront facilities, and other mission-critical infrastructure. Experience supporting projects for USACE, NAVFAC, and other Department of Defense agencies is highly preferred.

Key Responsibilities

  • Serve as the on-site Quality Control Manager responsible for all project quality management activities.
  • Develop, implement, and maintain the project Quality Control Plan in accordance with contract requirements.
  • Ensure all work complies with project plans, specifications, approved submittals, and federal contract requirements.
  • Manage and document the Three Phases of Control (Preparatory, Initial, and Follow-Up Inspections).
  • Conduct daily quality inspections and audits to identify deficiencies, nonconforming work, and compliance issues.
  • Coordinate testing, inspections, material verification, commissioning activities, and turnover requirements.
  • Review and track submittals, RFIs, shop drawings, test reports, and quality documentation.
  • Maintain quality control records, inspection reports, testing logs, deficiency logs, and project documentation.
  • Coordinate with project management, field supervision, subcontractors, owner representatives, and government agencies on quality-related matters.
  • Monitor subcontractor quality performance and ensure corrective actions are implemented when necessary.
  • Lead quality meetings and provide updates regarding project quality performance, compliance, and risk areas.
  • Identify potential quality concerns and develop corrective and preventive action plans.
  • Ensure all testing and inspection requirements are performed and documented in accordance with contract requirements.
  • Support project closeout efforts, punch list completion, as-built documentation, commissioning, and final turnover activities.
  • Prepare and submit required quality reports, documentation, and compliance records.

Required Qualifications

  • 8+ years of construction experience with a minimum of 3 years serving as a Quality Control Manager on federal construction projects.
  • Current USACE Construction Quality Management (CQM) for Contractors certification or the ability to obtain certification prior to project start.
  • Demonstrated experience supporting ground-up vertical construction projects valued at $20M+.
  • Experience on federal construction projects for agencies such as USACE, NAVFAC, Air Force, Army, Marine Corps, DoD, VA, or other federal entities.
  • Thorough knowledge of federal construction quality requirements, inspection procedures, testing protocols, and QA/QC documentation.
  • Strong understanding of construction means and methods, quality management systems, and contract compliance requirements.
  • Ability to read and interpret construction drawings, specifications, submittals, and contract documents.
  • Experience coordinating testing agencies, commissioning teams, subcontractors, and government quality representatives.
  • Proficiency with RMS/QCS, Microsoft Office, and construction management software.
  • Strong communication, leadership, organizational, and problem-solving skills.
  • Ability to obtain and maintain base access and any required security clearances.

Preferred Qualifications

  • Experience supporting MILCON, NAVFAC, USACE, Air Force, Army, Marine Corps, Space Force, or other Department of Defense projects.
  • Prior experience working in Hawaii or on Pacific-region construction projects.
  • Experience supporting projects at military installations such as Joint Base Pearl Harbor-Hickam, Schofield Barracks, Wheeler Army Airfield, Marine Corps Base Hawaii, Fort Shafter, or Camp Smith.
  • Experience delivering projects in island environments with unique logistical and operational challenges.
  • Background supporting mission-critical facilities, barracks, administrative facilities, training facilities, aircraft maintenance facilities, healthcare facilities, waterfront facilities, or similar federal projects.
  • Additional certifications such as CCM, CQM-C, PE, PMP, LEED, or other relevant construction quality credentials.
  • Experience managing commissioning, punch list completion, turnover documentation, and final acceptance procedures on federal projects.
  • Familiarity with government quality audits, inspections, and reporting requirements.
