As the Head of Government and Public Relations, you will lead the GR/PR function for a large-scale offshore wind project. You will be responsible for formulating and executing a comprehensive government relations and public affairs strategy that effectively supports the project's objectives and long-term success.
Key Responsibilities
In this role, you will undertake a wide range of responsibilities, including but not limited to:
Strategic Stakeholder Engagement: Drive engagement with key government stakeholders at both the national and local levels, including the Ministry of Economic Affairs (notably the EA and IDA), local fishery associations, NGOs, industry advocates, and other influential parties that may affect project outcomes.
Team Leadership: Lead and develop a high-performing GR/PR team, including both managerial and individual contributors, ensuring alignment and performance in a diverse, multicultural environment.
Cross-Functional Coordination: Act as a key liaison across internal departments-such as Permitting, Localization, EPCI, PMO, and Finance-and with shareholder representatives globally, ensuring the project's strategic interests are represented and safeguarded throughout all external engagements.
Regulatory Alignment: Collaborate closely with internal permitting and regulatory affairs teams to maintain alignment on project timelines, regulatory compliance, and stakeholder interface management.
Policy Analysis & Risk Management: Monitor the regulatory and policy landscape to identify risks and emerging developments that could influence project progress, providing strategic insights to inform executive decision-making.
Public Relations Strategy: Guide the planning and execution of public communication efforts, including events and media engagement, ensuring alignment with corporate messaging and stakeholder expectations.
Campaign & Crisis Management: Support the execution of public affairs campaigns, and contribute to issue and crisis management processes to maintain and protect the organization's reputation and social license to operate.
Qualifications & Key Skills
A minimum of 8 years of experience in government relations, public affairs, stakeholder engagement, or regulatory affairs, ideally within the infrastructure, energy, or environmental sectors.
Strong understanding of Taiwan's political, regulatory, and permitting environment, including localization requirements and energy policy.
Proven ability to engage with government bodies (e.g., MOEA, EA, IDA), NGOs, community stakeholders, and industry associations.
Culturally attuned with the ability to navigate community dynamics and local operating practices.
Agile and solution-oriented, with the ability to work effectively in complex and evolving regulatory or political contexts.
Bachelor's degree required; a Master's degree or above is strongly preferred.
Excellent communication skills in Mandarin and English, with the ability to influence and represent the project at senior levels across internal and external stakeholders.
